This position is being filled under DoD Direct Hire Auth 5 U.S.C. § 9905, 10/15/2021.

As a PROGRAM MANAGER (DIAGNOSTICS AND DETECTION) at the GS-0340-13 some of your typical work assignments may include:
  • Acquisition and program management knowledge, methods and techniques to identify, propose and implement solutions to management problems associated with difficult and unprecedented program issues that are difficult to foresee and which are scrutinized through a number of reviews at senior agency levels (DOD, other federal agencies, Congress, and international organizations).
  • Advises Division Chief and Portfolio Leads on the management of financial resources to achieve DoD obligation and expenditure goals for the Diagnostics and Detection Program.
  • Acquisition and financial knowledge in translating technical information into required programmatic and fiscal documentation to support the planning, programming, budgeting, and execution system for the Diagnostics and Detection Program.
  • Provides guidance and advice to Division Chief and Science and Technology Managers in the conduct of market research and preparation, coordination and tracking of a wide variety of procurement request (PR) packages.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Experience with DoD Planning, Programming, Budgeting & Execution (PPBES) process, to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.
  • Experience in budget formulation and execution (to include spend plan development across multiple budget lines) for a research and development acquisition program.
  • Experience using the Defense Acquisition System (DAS) in support of research and development programs.
  • Experience with the DoD contracting process, to include solicitation of proposals, contract/agreement award, and contract/agreement management, and preparation of procurement request (PR) packages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
