Duties

  • You will independently perform scientific/engineering work, assess radar systems operational performance and provide input as it pertains to the completeness of satisfying the systems requirements.
  • You will investigate and determine root cause of radar anomalies.
  • You will develop and evaluate radar system requirements for the software Computer Software Configuration Items (CSCls).
  • You will utilize expertise of software architecture and structures, software coding standards and methods to develop software or models in a coherent, repeatable, and effective manner.
  • You will make recommendations to group/project leads, peers, and sponsors on technical aspects of systems or concept development.
  • You will develop plans and procedures to extend existing knowledge for newly emerging ideas and concepts, particularly as applied to the USMC G/ATOR radar.
  • You will prepare briefs, papers, and reports for presentation and submission to managers, supervisors, peers, and sponsors on technical aspects of the G/ATOR.
  • You will lead groups or tasks to resolve issues in the G/ATOR CSCls at NSWCDD.
  • You will address security implications in the software acceptance phase including completion criteria, risk acceptance and documentation, common criteria, and methods of independent testing.
  • You will analyze information to determine, recommend, and plan the development of a new application or modification of an existing application.
  • You will analyze user needs and software requirements to determine feasibility of design within time and cost constraints.
  • You will apply coding and testing standards, apply security testing tools including "'fuzzing" static-analysis code scanning tools, and conduct code reviews.
  • You will apply cybersecurity functions (e.g., encryption, access control, and identity management) to reduce exploitation opportunities.
  • You will apply secure code documentation.

Qualifications

ND-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 pay band (GS 9-11 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional Engineer or Scientistdeveloping, testing and integrating software code into radar and other sensor systems to ensure strategic goal and mission requirements are met.

ND-03: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-02 pay band (GS 5-8 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional Engineer or Scientistsupporting the development of software for radar and other sensor systems in order to recommend solutions.

ND-02: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study as described in the Education section of this flyer.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Each series has minimum education requirement as follows:

0854: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

1550: Bachelor's degree in computer science OR Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Education (related to the series being filled) can be substituted for experience for the ND-03 level as follows:

Master's or equivalent graduate degree;
or
2 full years of progressively higher level graduate education leading to such a degree;
or
LL.B. or J.D., if related;
or
A combination of experience and education as described above.

OR

Ph.D. or equivalent doctoral degree;
or
3 full years of progressively higher level graduate education leading to such a degree;
or
LL.M., if related;
or
A combination of experience and education as described above.
