Duties

As a GS-07 Contract Specialist, you will:
  • Serve as a professional contract specialist and performs contracting work of limited scope and complexity in support of DOE projects assigned to higher grade contract specialists.
  • Perform assignments designed to provide experience and knowledge in all phases of award, administration and termination of contracts.
  • Plan work procedures and selects standard practices and data to be applied to each contracting assignment and identified problems. Conducts a variety of routine, limited analyses requiring professional knowledge of contract management.
  • Assist in developing appropriate solicitation packages that meet all legal, regulatory, and policy requirements in response to the needs of DOE.
As a GS-09 Contract Specialist, you will:
  • Serve as a contract specialist processing requisitions and determining the appropriate method of procurement.
  • Utilize the DOE contract writing system to process requisitions and contract actions.
  • Collaborate with a senior specialist or supervisor to determine the adequacy and completeness of description of the work, which involves research of various manuals and catalogs, or discussions with manufacturer's representatives or requisitioning sources to identify and initiate corrective actions.
  • Work with a senior specialist to ensure compliance with the specifications on advertised procurements and recommends award in accordance with the evaluation factors established in the solicitation, lowest priced technically acceptable proposal, for example. For negotiated procurements, (generally following FAR Part 15 procedures), the incumbent contacts offerors or contractors to negotiate with the offeror based on the submitted proposal the terms and conditions of the contract.

  • Recent Graduates serve a trial period for the entire duration of their excepted service appointment.
  • Must be able to obtain and maintain FAC-C Level I certification.


Qualifications

Education requirements for 1102, Contracting Series:

Basic Requirements for GS-5 through GS-12


  • A 4-year course of study leading to a bachelor's degree with a major in any field;

    or
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    GS-07 SPECIALIZED EXPERIENCE REQUIREMENTS:
    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-05 in the Federal service. Specialized experience for this position is defined as:
  • Assisting in all aspects of the contracting process from acquisition planning, preparing solicitations; AND
  • Administering contracts by assuring compliance with the terms and conditions; AND
  • Planning, establishing, or reviewing contracts, programs, policies, or procedures.
  • OR

    Education: Completed 1 year of graduate level education or Superior Academic Achievement Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

    OR

    Combination of Education and Experience: a combination of education and experience that together meets the requirements for this position.

    GS-09 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as:
  • Reviewing requisitions for supplies or services to determine that proper specifications or purchase descriptions are included in solicitation documents; AND
  • Evaluating bids or proposals for supplies or services to ensure compliance with specifications or purchase descriptions; AND
  • Evaluating prior contract performance of potential suppliers to determine their financial responsibility.
  • OR

    Education: successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.

    OR

    Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

    Education

    To be eligible for the Pathways Recent Graduate program you must be a:
    • Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
    -OR-
    • Student who within 2 months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.
    -OR-
    • Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

    SALARY: Please note thesalary reflects 2022 pay tables and the tentative offer will reflect 2023 pay tables.

    CONVERSION REQUIREMENTS: DOE has the option to convert a Recent Graduate position to a permanent or term position upon successful completion of program requirements. This is not automatic, nor guaranteed. Conversion is at the discretion of the hiring manager and employing office. To be eligible to be converted to permanent or term position you must:
    • Be a US Citizen.
    • Be recommended for conversion by your manager.
    • Complete all training and development requirements within the 1-year appointment period.
    • Successful completion of 1 year of continuous service.
    • Have demonstrated successful job performance.
    • Met OPM qualification standard for the position to which you will be converted.
    • A Recent Graduate may be converted to the highest General Schedule (GS) grade level qualified for at time of conversion.
