Duties

The Deputy Director is administratively responsible for many of the operations of the Laboratory as delegated by the Laboratory Director; serves as advisor to the Director of the Laboratory on all aspects of EL technical programs, budgeting, administrative policies, and on long-range planning for facilities; participates in effecting new programs and program coordination between the Divisions, other Laboratories at NIST, and other organizations associated with related Engineering Laboratory programs. Additionally, the incumbent performs the following duties:
  • Coordinates planning and execution of all reimbursable technical programs in the Laboratory.
  • Serves as the Laboratory expert in the technical/scientific aspects of programming, planning and budgeting for on-going cross Divisional projects in the Laboratory.
  • Establishes, manages and frequently serves as chairman of internal ad hoc committees, and represents the Laboratory on committees of a more permanent nature that are interagency in nature, made up of government-industry and/or professional society groups, or industry consortia.
  • Maintains close liaison with key Federal institutions, national and international standards organizations, and scientific and professional societies.
  • Responsible for many operational aspects of the Laboratory, including cross-Operating Unit services and participation, financial, budget, information technology security, human resource needs, staff recognition, patents, space and facility allocation, operational improvements and internal proposal development and review.
  • Assists the Laboratory Director in formulating and implementing management policy, organizational structure, and overall personnel and budgetary requirements.
  • As delegated by the Director, EL the incumbent is responsible for developing, implementing, and improving the Laboratory's Safety Management System (SMS), serves as its chief safety officer, chairs the EL Hazard Review Committee, and serves on the NIST Executive Safety Committee.
  • Serves as Federal Program Officer (FPO), for one or more Federal Advisory Committee Act (FACA) committees.
  • Serves as principal advisor to the Director of the Laboratory on a broad range of issues critical to the health and success of the Laboratory.
  • Serves as Acting EL Director in the absence of the Director.

Qualifications

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position. Applicants must meet the basic education requirement to be eligible for consideration for this position.

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed below. Applicants must also meet the OPM Individual Occupational Requirements for this position.
Basic Requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

  • EXECUTIVE CORE QUALIFICATIONS (ECQs):

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

    PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
    PTQ 1 - Evidence of personally conducting effective and relevant physical science or engineering research, and demonstrated experience presenting scientific, engineering, and measurement findings, both written and in person, to audiences representing a wide range of knowledge at a variety of professional, organizational, and stakeholder levels.

    PTQ 2 - Demonstrated leadership experience planning, organizing, and coordinating a significant physical science or engineering program.

    PTQ 3 - Demonstrated experience providing authoritative leadership and management for a scientific and engineering organization of significant size, resources, scope and complexity.

    Applicants are required to submit a narrative statement for each Executive Core Qualification (ECQ) and each Professional Technical Qualifications (PTQs) listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQ, and you do not need to submit an ECQ narrative.

    The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position.
