Provides expert technical analysis related to procurement policies, processes, and information for the LOC's major programs, researches and provides guidance to CGD and service unit staff on matters relating to the procurement of goods and services.

Assesses the legal and regulatory framework and sound business practices for routine and complex contract and grants actions. The complex acquisitions and assistance agreements include standard as well as mission critical contracts for preservation services, information technology goods and services to include development and web services, audiovisual services, and integrated LOC systems, and critical facilities support services. The incumbent reviews acquisition plans, solicitations, contracts, and supporting documentation for appropriate contract type, pricing, source selection, acquisition method, determinations and findings, clarity and appropriate application of standard and specialized terms, competition and negotiation, and appropriate use of funds.

With support of the Lead Procurement Analyst, leads projects involving routine and complex contract and grants processes. Supports the Lead Procurement Analyst and with the drafting and recommendation of contracting and grant policies, including formulating and presenting procedures and guidelines, identifying and analyzing new developments, and providing policy interpretation to CGD and service unit staff. Reviews the LOC Federal Acquisition Instructions supplement (LCFARS), and coordinates with the Senior Procurement Analyst and assigned Counsel to maintain currency and implement needed updates. Reviews all Standard Operating Procedures (SOP) for content and format, and recommends updates to ensure that the SOPs comply with the current rules, regulations and LOC policies. Drafts for review and publishes approved contract and grant policies, directives, and other documents. Prepares procedures and guidelines for the negotiation of contracts for the procurement of goods and services.

The incumbent works with peers within the Offices of the Chief Information Officer and Financial Services Directorate and supports projects, operations, and maintenance for procurement information systems. The incumbent analyzes and updates requirements and troubleshoots and recommends resolution of issues related to procurement information systems for the generation of solicitations and contracts and for monitoring and reporting contract, staff, and operational performance measures and data on behalf of the LOC. The incumbent supports the Lead Procurement Analyst to ensure contract and grant files are accurate and complete, maintained, accessible, and disposed of pursuant to the applicable Federal Records Schedule. The incumbent reviews and confirms that accurate and current information is maintained within the LOC's contract and grants information systems, and reports individual and system inaccuracies or omissions to the Lead Procurement Analyst and Head of the Acquisition Policy Section. The incumbent reviews and updates approved content posted to LOC contract and grant related websites to ensure the currency of LOC procurement guidance, policies, contract clauses, templates, checklists and forms.

The incumbent provides Acquisition Career Manager support for the LOC's training, certification, and professional development for contracting officers, contract specialists, and contracting officer representatives within the LOC's service units. Analyzes and reports on the competency of acquisition workforce members and monitors and reports on the CGD professional development program to maintain a professional acquisition workforce, ensure thorough understanding of roles and responsibilities, sound quality, and responsive operations in full compliance with laws, regulations, policies, and good business practices. Supports the CGD mentoring and coaching program, and highlights areas to continually recognize and reward initiative and continuous improvement.

Performs various other related duties as assigned.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Regarding appointment type: The selectee under this vacancy announcement may be hired as a local, permanent employee OR a remote, indefinite not-to-exceed 5 years employee.

Permanent employees must reside locally in the DC, Maryland, and Virginia metropolitan area and will be required to report for work onsite a minimum of 3 days per pay period (every two weeks.)

Indefinite, not-to-exceed 5 years employees may reside in and work remotely from any location in the United States and its territories outside of the DC, Maryland, and Virginia metropolitan area for the length of their term.

Qualification requirement: Current FAC-C II certification or the equivalent.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
