The Senior Vice President manages the day-to-day operations of the department and assists the Executive Director with the development of multifamily programs, products, policies and assists in the Agency's strategic planning. Additionally, as the principal relationship manager of the department , assist the Executive Director with the development and management of relationships with municipal, private, and for-profit and non-profit housing and real estate organizations. As a member of the executive leadership team, the Senior Vice President of Multifamily Lending and Neighborhood Investments champions the Agency's mission, values, and culture.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Serve as a member of the executive leadership team by providing leadership and management in carrying out the Agency's mission and strategic business plan

· Manage and direct the day to day activities of the Multifamily Lending and Neighborhood Investments department

· Manage, direct and coordinate activities of the transaction financing team including debt and equity providers, investment bankers/underwriters and myriad legal counsel (lenders, investors, investment bankers, trustee) for privately placed transactions

· Structure and negotiate terms of debt and equity financing and associated legal documents

· Serve as chief underwriter, to provide final underwriting approval for all bond, loan and equity transactions that will be submitted to the Agency's Credit Committee and Board of Directors for approval

· Prepare memoranda and present and/or coordinate the oral and written presentation of multifamily transactions to the Agency's Credit Committee and Board of Directors for approval

· Manage the predevelopment and construction period pipeline of the Agency's multifamily business line

· Responsible for multifamily and housing development new product development for the Agency

· In partnership with the Chief Financial Officer, make recommendations to the Executive Director regarding tax exempt private activity bond volume cap allocations

· Monitor economic and regulatory climate and industry trends to assess impact on the Agency's programs and underwriting and credit policies

· Conduct site visits, underwrite and/or delegate the underwriting of complex mixed financed subsidized or unsubsidized multifamily transactions funded by the proceeds of the issuance of unenhanced or enhanced tax exempt and/or taxable bonds, low income housing tax credit equity, grants and subordinate debt

· Develop business opportunities through meetings with developers and members of the financing community

· Coordinate all due diligence and underwriting activities of underwriting staff leading up to and including financial closing

· Oversee the Housing and Investment Platform

· Coordinate with the Chief Financial Officer on the sale of bonds which may be privately placed or sold through a public offering

· Coordinate with the Agency's Executive Director, Office of the General Counsel and the Office of the Chief Financial Officer to resolve problems with underperforming assets (construction period, lease up period or seasoned credits)

· Coordinate with the office of the General Counsel regarding preparation of key documents for bond transactions

· Evaluate and propose opportunities to refinance or reposition assets

· Collaborate on transactions and conduct strategic and tactical planning with other District of Columbia housing and economic development agencies including the DC Department of Housing and Community Development, the DC Housing Authority, the DC Sustainable Energy Unit and the Office of the Deputy Mayor for Community and Economic Development

· Develop and maintain relationships with owners/developers, debt and equity providers, investors, financial intermediaries, and other players in the industry to generate business for the Agency

· Coordinate the marketing and branding of bond financing programs and assist with the development of marketing materials for the Agency's programs

· Communicate regularly with national mortgage agencies and credit rating agencies on multi-family bond financing activities

· Testify before the DC Council of behalf of the Agency during annual performance oversight and budget hearings

· Develop MFLNI department's annual budget including project forecasting

· Manage and monitor the department's spending and progress against projected quarterly and annual revenue projections

· Develop and maintain application guidelines, credit policy and underwriting manuals

· Perform other duties as assigned

KNOWLEDGE AND QUALIFICATIONS:

· Advanced Degree in Finance, Real Estate Development, or related field or equivalent experience is required

· 10+ years of experience in real estate development, finance or related field

· 5+ years of experience working with a Housing Finance Agency or Public Finance Institution, Investment banking or Consulting preferred

· 5+ years of management experience

· Strong knowledge and understanding of housing and affordable housing related market forces including; general real estate principles, supply and demand economics and other multifamily demand drivers

· Understanding of federal, state, municipal code, regulations; contract law; business entity structure and real estate law; and construction principles

· Possess strong relationship management skills, with the ability to lead and direct stakeholders, including financial advisors, Bond Counsel and Bond Trustees

· Must possess strong research, project management, organizational, analytical, and math/quantitative skills

· Must be able to successfully and autonomously manage projects of a varied and complex nature

· Excellent communication skills, both verbal and written, and ability to speak publicly

· Knowledge of fiscal planning, budgetary and reporting

· Must be able to successfully and autonomously manage projects of a varied and complex nature

· Possess the ability to lead, coach and develop staff.

· Must possess strong working knowledge of all aspects of Microsoft Office 365 Suite
