  • Implements specifically assigned management programs impacting the Bureau (e.g., annual and strategic program planning, program budgeting, acquisition planning).
  • Participates in planning and personally conducts special studies, drafts reports of findings and recommendations for use by managers of headquarters functions, and evaluates policies in assigned areas of responsibility.
  • Plans, organizes, and conducts work related to the design, operation, or maintenance of systems.
  • Participates in the development of policies, issuances, and directives by researching issues in assigned program areas and drafting proposed guidelines and explanatory material.
  • Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management.
  • Manages Bureau's Purchase Card Holder program.

Time-In-Grade Requirements:

Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience planning, evaluating, coordinating and integrating programs (this can include programs related to budgeting, acquisition planning and administration impacting the organization).
  • Experience coordinating program planning and reporting activities with program budget staff.
  • Experience participating in the development of policies, issuances, and directives by researching issues related to a program.

There is no substitute of education for specialized experience for the GS-12 position.
