Senior Post Award AdministratorThe George Mason University's Schar School of Policy and Government invites applications for a Senior Post Award Administrator position. The Senior Post Award Administrator working closely with the Associate Dean for Research and the team, provides post-Award fiscal support for all Schar School grants and contracts. The Schar School's objectives are to prepare our students for high-level decision-making in a complex and technological world and to undertake high-quality research that are relevant and useful for policymakers.George Mason University has a strong institutional commitment to the achievement of excellence and diversity among its faculty and staff, and strongly encourages candidates to apply who will enrich Mason's academic and culturally inclusive environment.Position Summary:The Senior Post Award Administrator's duties include managing and analyzing fiscal matters related to funded projects, providing financial and administrative support, and responding to PIs' fiscal requests. The Senior Post Award Administrator will be responsible for managing post-Award activities in compliance with University and sponsors' guidelines, regulations, and other requirements; will monitor and analyze all grant/contract financial activities and fiscal matters; monitor funding details in coordination with the Schar School finance office and OSP; and track and project expenditure with a focus on labor effort and reporting.The Senior Post Award Administrator serves a critical role in mitigating risk and ensuring compliance with all sponsor and grant/contract-specific requirements such as cost-share and auditing; the University, State, and Federal laws and regulations; budget availability; and accurate financial reporting and forecasting of expenditures and other data. This position manages complex financial activities on a variety of projects, including Indirect and Pool orgs for PIs. The incumbent continually monitors processes to ensure efficiency and that proper documentation exists.Responsibilities:Project Expenditure Processing and Review:Upon award acceptance, define account establishment parameters, including billing and reporting requirements, budget, and cost-sharing obligations; set-up award in financial system;Manage consultant/subcontractor payments and direct expenditures on all awards with close coordination with PI;Facilitate initiations, tracking and approvals of subcontract invoices;Submit EPAFs (Future FCF, Student Wage, Non-Student Wage assignments) and Funding Change Forms for personnel reallocations; tracking cost-share requirements and PI effort requirements;Prepare regular personnel effort plans and process funding change forms to ensure that all faculty effort is appropriately allocated to sponsored projects; andRegularly review all purchases and charges made to sponsored projects to ensure expenses are reasonable, allocable, accurate, and appropriate.Financial Management:Facilitate cost-sharing requirements, both tracking and reporting;Prepare and implement monthly reconciliations for PI review, approval, and sign-off. Maintain a file of monthly reconciliations in support of audit reviews;Coordinate with relevant individuals to make adjustments to payroll for all budgeted positions (including relative cost-sharing positions);Project and forecast future award expenditures and manage budget, reporting, and compliance timelines through the lifecycle of the grant or contract;Communicate with PIs on a regular basis regarding budget and expense adjustments and revisions;Complete financial reports to be sent to sponsor, as required by the award terms and conditions;Assist PIs with non-financial report submissions, as necessary;Coordinate and submit requests for No Cost Extensions, Carryover, re-budgeting requests, changes in scope, and other changes to the award; ensure all requests are done in compliance with sponsor guidelines and University policies;Ensure annual payroll certifications are reviewed, verified by PI, and submitted to OSP;Closeout all funded projects consistent with university process and timelines; andTimely identification of Awards projected to be overspent and work with PI to mitigate financial risk.Compliance monitoring:Monitor compliance with sponsor and University (HR and Fiscal) policies and regulations;Apply federal and university rules to management of effort allocation appropriately for individuals compensated whole or in part from federal awards;Assist in transferring awards out of the university;Ensure all faculty/investigator COI disclosures are addressed and sponsor or Mason-related training has been completed;Ensure IRB approvals are in place. Monitor expiration dates and proactively work with faculty on renewals;Review Awards documents for terms and conditions, reporting requirements, and budget restrictions to ensure financial compliance; andMaintain post-Award financial and other transaction files in support of audit reviews.Required Qualifications:Bachelor's degree in related field or equivalent combination of education and related experience;Considerable previous relevant experience related to grants and contracts management; andKnowledge of federal rules and regulations/terms and conditions relating to research grant and/or contract activity.Preferred Qualifications:Knowledge of the Banner financial system, or demonstrated ability to learn complex electronic systems.
