Duties

The incumbent will serve as the Deputy Director for the ELO Division. The position is responsible for directing, implementing, coordinating, and overseeing the activities of the five ELO Branches and involves a variety of management programs impacting I&A and DHS Intelligence. The assignment involves defining, planning, and coordinating with each of the branches as well as partners across the federal, SLTT, international and private sector communities.

As ELO Deputy Director, the incumbent is responsible for ensuring that ELO partners can expeditiously access the capabilities, resources, and expertise necessary to share information and intelligence and serve as full participants in the homeland security enterprise. This position also supports I&A-wide relationships to ensure transparency, provide common and consistent messaging, and address any issues, concerns, and questions. The Deputy Director position supports the ELO Director in the execution of Division equities and works to facilitate I&A priorities and intelligence requirements.

The mission of I&A is to provide a full range of intelligence to support the Secretary and Department, as well as DHS partners and customers, in order to protect the Homeland. The Engagement and Liaison Office enhances the mission activities of I&A through active engagement and collaboration with internal and external partners, and ensures these partners can expeditiously access the capabilities, resources, and expertise across I&A, DHS, and the Intelligence Community.

Assignment will be based on professional background and development interest.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Excellent oral and written communication skills.
  • Strong program development, project management with critical thinking skills.
  • Solid interpersonal skills and a forward leaning desire to engage with others.
  • Ability to manage numerous deadlines and deliverables.
  • Detail oriented, plan of action and milestone focused.
  • Familiarity with DHS Intelligence Enterprise (IE) and the Intelligence Community (IC).
  • Experience working with non-federal partners, to include state/local law enforcement and the private sector.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
