Duties

  • Responsible for creating a foundation for the Digital Information department and supervising its evolution.
  • Evaluates, analyzes and reports on member and staff technology and digital content delivery needs and advises management; recommends changes to existing services and technology and suggests the adoption of new techniques.
  • Works closely with other departments in developing, planning and implementing services of use and value to Stars and Stripes staff and readers that also have the potential to generate revenue for the organization.
  • Serves as Chief Digital Information Officer (CDIO) for Stars and Stripes, with full responsibility and managerial authority to develop, plan, implement and oversee digital and information technology services provided by Stars and Stripes.
  • Reports to the Publisher and serves as the principal advisor to the Publisher on all matters impacting the Digital Information department.

Qualifications

A four-year college degree at an accredited U.S. University in information technology related studies plus 5 years' experience (in government or commercial enterprises) in the field of information technology and/or digital content delivery OR equivalent job experience (in government or commercial enterprise) of at least 10 years in the field of information technology and/or digital content delivery. One year of specialized experience at the next lower grade or pay equal to NF-04 or equivalent (in other government position or commercial industry) is required.In addition, candidates must also possess:

Experience with project development and management skills, including time management and the ability to work with external resources.

Experience using Adobe and Microsoft Office products for report creation, data analysis, charting and presentations.

Experience supervising staff and/or contractors.

Skill in written and verbal communications to explain/defend status of project, make presentations in public forums, etc.

The best candidates will have superior communications and cross-functional leadership skills, with a demonstrated ability to analyze medium to large data sets and present this data as cogent reports at varying levels of the organization.

Advanced degree in business management or five or more years of specialized experience in managing information technology or user content or branding/advertising design as described above.

Experience with U.S. government procurement and contracting.

Familiarity with print and digital media content development, production and delivery.
