Duties

Employees at the GS-14 level will be considered Senior Regulations Advisors.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Writes and reviews Bank Secrecy Act (BSA) regulations and regulatory guidance in compliance with technical administrative requirements and procedures, including regulations and regulatory guidance related to the Anti-Money Laundering Act of 2020 and the Corporate Transparency Act. Coordinates and implements program activities to assist in the protection of the U.S. financial system from abuse by criminals and terrorists through consistent administration of BSA regulations. Serves as a subject matter expert and advises on proposed regulatory actions by regulatory partners, including delegated examiners of the BSA.
  • Keeps abreast of legislative developments and provides technical assistance, as applicable, regarding the drafting of legislation. Analyzes draft and enacted legislation to identify any need for regulatory change or the issuance of additional guidance. Recommends path forward to implement relevant legislation, including identifying roles and responsibilities.
  • Develops products that analyze, describe, and recommend policies and actions for implementation of the regulatory policy program. These products must be insightful of the issues, complexities, and sensitivities of the communities and audiences involved; precise in language, comprehensive in coverage; and cognizant of the diversity and magnitude of those being impacted.
  • Prepares regulatory rulemaking packages for review and approval. Consults with staff of the Chief Counsel for FinCEN to ensure regulations are developed consistent with the legal framework and to obtain legal clearance.
  • Participates in internal and external management conferences, planning sessions, and other deliberations to accomplish the Office of Regulatory Policy's objectives. Presents proposals, provides technical expertise, explains, and advocates for actions. Utilizes a broad and insightful knowledge of the sensitivities and perspectives of the impacted parties in discussing and advocating actions.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Security Clearance: This is a non-sensitive position designated as moderate risk public trust, favorable adjudication of a Tier 2 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 2 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

  • Qualifications

    Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as:
    • Analyzing statutes and regulations related to anti-money laundering (AML), countering the financing of terrorism (CFT), financial crimes, or similar laws; OR
    • Reviewing, interpreting, or writing regulations or regulatory guidance related to AML, CFT, financial crimes, or similar laws for an organization; AND
    • Coordinating and implementing various programs, policies and operations related to AML, CFT, financial crimes, or similar laws to protect the U.S. financial system.
    Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as:
    • Analyzing statutes and regulations related to anti-money laundering (AML), countering the financing of terrorism (CFT), financial crimes, or similar laws; OR
    • Reviewing, interpreting, or writing regulations or regulatory guidance related to AML, CFT, financial crimes, or similar laws for an organization.

    To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement Safer Federal Workforce Task Force 2 pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Public Trust - Background Investigation will be required.

    • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

    • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
