Duties

Attorneys are assigned to work in a single program in teams aligned with internal clients but may rotate, as needed, to work in other programs. Work includes legal due diligence and reviewing, drafting and/or negotiating all transaction documents leading to closing, as well as monitoring existing transactions and restructuring or collecting on defaulted loans. The types of financing may vary, and include from project finance, infrastructure loans, loans and guarantees to small and medium enterprises (SMEs), and micro-finance institutions (MFIs) and other financial intermediaries, to loans to including private equity funds. The loans can be high or low in dollar values but often involve complex negotiation and documentation. DFC's equity investment program includes direct investment in portfolio companies as well as private equity investment funds. DFC's political risk insurance program offers coverage against political violence, currency inconvertibility, and expropriation and includes specialized capital markets products that insure against sovereign and sub sovereign risk. Projects are always located in one or more a low-income, lower middle-income, or upper middle-income countries.

Qualifications

Applicants must meet all eligibility and qualification requirements by the time of submission of application.

Basic Requirements: Applicants must (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described below. An official transcript will be required if you are selected.

Specialized Experience:
GS-14 - You may qualify at the GS-14 level, if you meet the following qualification requirement:
At least three years of full-time professional legal experience gained after being admitted to the bar. The minimum three-year work experience requirement includes at least two years of specialized experience that is directly related to the position being filled. At least one of the two years of specialized experience must be at a level of difficulty and responsibility equivalent to that of an attorney at the GS-13 level.

GS-15 - You may qualify at the GS-15 level, if you meet the following qualification requirement: At least five years of full-time professional legal experience gained after being admitted to the bar. The minimum five-year work experience requirement includes at least four years of specialized experience that is directly related to the position being filled. At least two of the four years of specialized experience must be at a level of difficulty and responsibility equivalent to that of an attorney at the GS-14 level.

Specialized experience is defined as experience advising on legal and policy matters in the areas of finance (including project finance, loans to small and medium enterprises (SMEs), micro-finance institutions (MFIs), other financial intermediaries, and/or corporate loans), equity investments, private equity funds, political risk insurance, and/or debt restructuring in the context of negotiating and documenting transactions for projects in emerging markets, whether directly or through the supervision of outside counsel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants must be a graduate of an accredited law school with an LL.B. or J.D. An official transcript will be required if you are selected. In addition, if selected, you must provide proof of bar membership.

Salary listed is based upon the D.C. pay scale and will be adjusted based upon selectee's duty location.

Telework Suitability : The duties of this position is suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment : Selection may require completion of a 1-year probationary period.

Work Schedule : This position allows for a flexible work schedule.
