Duties

The Office of Material Management and Minimization presents an integrated approach to addressing the persistent threat posed by nuclear materials through a full cycle of materials management and minimization efforts.

The Associate Assistant Deputy Administrator (AADA) for Material Management and Minimization reports directly to the Assistant Deputy Administrator (ADA) for Material Management and Minimization and implements DOE/NNSA policies, plans, and directs the development of procedures relating to Material and Minimization programs.

The AADA for Material Management and Minimization oversees the Office of Conversion, the Office of Nuclear Material Removal, the Office of Material Disposition, and the Office of Nonproliferation Construction and Program Analysis.

The AADA provides expert advice and assistance in carrying out the full spectrum of operational and management functions within in the Office of Material Management and Minimization.

In conjunction with the ADA , the incumbent is responsible for coordinating the development of DOE policy and overseeing the implementation of projects to convert research reactors and isotope production facilities from highly enriched uranium (HEU) to low enriched uranium (LEU); overseeing the removal and disposition of U.S.-origin HEU and LEU, and other high risk nuclear materials; ensuring the disposition of surplus weapon grade plutonium (Pu) and HEU in a safe, secure and environmentally manner; and overseeing and supporting construction and operation of facilities required to dispose of weapon-grade plutonium. In addition, in cooperation with the ADA, the AADA:

Manages the development of policy and directs the implementation of DOE/NNSA decisions regarding the management of those weapon-grade nuclear materials declared excess to national security need.

Oversees the preparation of technical, nonproliferation, environmental, safety, budgetary, economic and other policy analyses necessary for the formation of program decisions.

Is responsible for ensuring sound stewardship and financial management of the Office of Material Management and Minimization's approximately $450 million per year annual budget.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Executive Core Qualifications (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
  • Describe your experience leading nuclear security and nonproliferation programs, including where applicable programs involving the management and minimization of nuclear material to include conversion of facilities to low enriched uranium (LEU), and development of Mo-99 without high enriched uranium (HEU), removal of nuclear material from around the world, and disposal of nuclear materials in close coordination with a mix of U.S. Government agencies, and international partners with emphasis on specific outcomes and successes.
  • Describe your knowledge of or experience with program and budget formulation and execution of a major national nuclear security program to include interactions with Congress, Office of Management and Budget and other agencies.
  • Describe your experience that demonstrates excellent communication skills to be able to write clearly, consolidate disparate logic points into a coherent whole and articulate those points to senior federal and state government, congressional and private sector officials in a clear, concise and convincing manner. Please provide specific examples of your ability in this area.
  • Describe, and provide significant examples of, your experience and ability to multi-task and successfully manage multiple teams of individuals and work assignments simultaneously.
