Duties

This position serves as the Marine Information Specialist providing waterways management services, technical expertise and active leadership in the administration of navigation issues including marine events, bridges, anchorage, aids-to-navigation and processing a full range of complex technical navigational and related operational data for dissemination in official publications

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Providing general advisory or specific technical informational services to, among others, maritime professionals, operations planners/managers and the public who are interested in waterways management.
  • Drafting correspondence, reports or written policies on waterways issues, equipment, marine information broadcasts for command approval.
  • Administering marine event permitting program. Evaluating safety concerns for proposed marine events.
  • Providing administrative guidance, coordination and support to aids to navigation (ATON) servicing units and lighthouse maintenance team.
  • Planning, arranging, and participating in meetings and conferences connected with waterways management, including the briefing or debriefing of representatives of other agencies and/or the public.

Qualifications

Education/Training

Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations.

Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements.

OR

GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the Federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: interpreting statutes, policies, regulations pertaining to the establishment of Limited Access Areas (safety zones, security zones); reviewing marine event permit applications and ensure compliance with regulations; experience in working with port stakeholders (e.g., mariners, recreational boaters, pilot associations and/or other maritime agencies).

OR

3 years of progressively higher-level graduate education

OR

Ph.D. or equivalent doctoral degree

OR

Combination of graduate level education beyond the first two years of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
