  • The CIO is MSPB's subject matter expert and principle technical advisor on all aspects of the IT program.
  • The CIO provides strategic and programmatic leadership, vision, direction, and coordination in support of the IT program across the agency, taking the lead on the management, security, design and performance of all of the Board's IT.
  • As a member of MSPB's senior staff, the CIO has a highly visible role requiring an individual of superior qualifications and leadership abilities.
  • The incumbent must ensure the Board is compliant with all current regulatory requirements while positioning the Board to meet the challenges of the future.
  • As an office director and supervisor, the CIO also must have excellent management and supervisory skills.
  • The duties of the CIO position include but are not limited to:
  • Developing internal Information management policies and procedures.
  • Overseeing, reviewing, and evaluating IT activities for conformance with Federal IT laws, regulations and policies, including OMB memoranda and Circular A-130, the Clinger-Cohen Act, the E-Government Act, the Privacy Act, and FISMA,
  • Contributing to the development of the agency's strategic and annual performance plans and preparing related strategic information resources management plans to support MSPB's mission.
  • Implementing performance and results-based management by establishing the appropriate performance goals and measures for the efficient and effective use of IT.
  • Advising MSPB leadership and senior staff on IT capabilities and resource utilization.
  • Monitoring developments and advancements in IT capabilities and leveraging this information to improve the functioning, operation, flexibility, speed, information security, and cybersecurity of MSPB's IT.
  • Managing MSPB's IT systems including: local and wide area networks, internet connectivity, networking equipment, data center and cloud-based systems, virtual infrastructure and desktops, core business applications, databases, email, software, etc.
  • Managing a comprehensive and compliant computer security program.
  • Establishing controls to assure adequate security for information systems commensurate with the risk and magnitude of harm resulting from the loss, misuse, or unauthorized access to or modification of information.
  • Ensuring compliance with Executive Order 13800 and OMB Memorandum M-17-25, in addition to FISMA, and other requirements.
  • Supervising and providing technical direction to subordinate staff with full authority to organize and manage the office; assigning, directing and reviewing the work of subordinates; and planning and carrying out employee training and upskilling.
  • Evaluating employees' work performance; selecting, promoting, and rewarding employees; and identifying and recommending appropriate solutions to personnel issues that may arise.
  • Supervisory responsibilities also include the full development and management of the IRM/IT budget and IT contractual services, leases, and equipment, ensuring that all contracts are in compliant with Federal regulations and agency requirements.

To qualify for this position, applicants must meet the Basic IT Experience requirements and the Specialized Experience requirements. Specialized experience must be IT related and is defined as full-time experience for a full 52-week period at the next lower grade level meeting the description set forth below. The description of your specialized experience must appear in your resume in sufficient detail to clearly determine you possess the specialized experience needed to qualify for the position. You will not be considered qualified for the position if your resume does not clearly reflect that you possess the specialized experience.

Specialized Experience
Knowledge and skills to perform the duties of this position, including experience providing a wide range of enterprise-level IT services that support the use of IT for an agency with regional and field offices across the United States.
Providing expert technical advice and guidance to senior leadership on the appropriate application of technology to meet current and future mission requirements. Demonstrated ability to determine applicable, cost-effective enhancements or changes to major information systems. Ensuring the development of cybersecurity and information security solutions that effectively and efficiently meet the needs of the agency for its existing IT infrastructure, and new technologies and modernization efforts.
High degree of skill in written and oral communications reflecting the ability to explain intricate and complex ideas, concepts, and plans to engage non-technical staff, supervisors, and senior leaders using a variety of media and platforms.
Knowledge of and experience applying the Federal IT laws, regulations, and policies that affect the administration of an IT program.
Knowledge of and experience applying the theories, principles, and techniques pertaining to computer security and the Federal cybersecurity laws, regulations, and policies for the secure management of information systems.
Managing the IT budget, including the procurement of technology to meet an agency's needs and managing the full-system development life-cycle.
Efficiently and effectively supervising and managing an IT staff.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and the nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Experience with IT systems supporting a legal and research environment such as MSPB.
