Duties

  • You will be responsible for completion of Timecards (VAF4-5631) in the Centralized Veterans Affairs Time and Attendance System (VATAS).
  • You will verify accuracy of time records, reviewing for compliance with established tours of duty, correct hours per employee schedule, appropriate holiday scheduling and use of compressed tours of duty.
  • You will determine hours of base pay, entitlement to pay for on- call/standby, call back, night differential, holidays, Saturdays and Sundays premium pay, compressed work week, overtime, part-time hours, continuation of pay, unscheduled and compensatory time earned; and proper charges for annual leave, sick leave, leave without pay, non-pay, absence without leave (AWOL), military leave, jury duty, authorized absence, sleep time, and used compensatory time.
  • You will be responsible for maintaining leave records for all Nursing employees, documenting all instances of leave use/accrual. Alerts Nursing Administration to all deficits, exceptions, unusual patterns, etc.
  • You will monitor and recording the hours of intermittent, temporary or other time-limited employees; overtime, compensatory time, AWOL hours accrued, and hours/days of OWCP.
  • You will enter accurate payroll coding information into the VATAS system for use in preparing paychecks and Time and Leave Statements by DFAS (Defense Finance Accounting Service).
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday 7:30am - 4:00pm.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 01/26/2023.

You may qualify based on your experience and/or education as described below:
  • GS-4 General Experience: You must have one year of general experience that includes performing the following duties: preparing, receiving, reviewing, and verifying documents; processing transactions; maintaining office records; and locating and compiling data or information from files and other data sources. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two years above high school (Transcript Required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year above high school.
    GS-5 Specialized Experience: You must have one year of specialized experience equivalent to the GS-4 grade level. Specialized experience needed: processing pay and leave actions by utilizing various automated pay systems; recording, reconciling, and balancing pay data by various; making retroactive adjustments and tracing errors which involve correction of pay and extensive research; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; creating and maintaining reports related to employees' pay and leave. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school. (Transcripts Required).
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years above high school. (Transcripts Required).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. Walking around hospital and between Nursing, Human Resources, Fiscal Services, and Service Lines, and light lifting (up to 10 pounds) is required.

Work Environment: The employee works in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
