Duties

CLPT leads the integration of civil liberties and privacy protections into the activities of the Intelligence Community. This includes overseeing compliance with privacy and civil liberties in programs administered by the ODNI and ensuring that the use of technology sustains, and does not erode, privacy.

CLPT is additionally responsible for institutionalizing the Principles of Transparency for the Intelligence Community, which guide decision-making on how the IC can offer insight its activities, and perform our vital mission more efficiently and effectively, while ensuring our sources and methods remain protected.

CLPT also champions the Principles of Professional Ethics for the Intelligence Community: Mission, Truth, Lawfulness, Integrity, Stewardship, Excellence and Diversity. These fundamental ethical principles unite professionals across the IC.

Our overarching purpose is to ensure that the IC conducts itself in a manner exemplifying American values and provides confidence that, whether on the public stage, or subject to the sometimes-necessary secrecy our work requires, the IC's actions are lawful and effective, as well as ethical and wise.

As a CLPT Transparency Team member you will have the opportunity for extraordinary impact on the IC's national security mission -- both in the essential support we provide to our national leaders and the fundamental, trust-building investments we make with the American public.

As Transparency Project Manager with Office of Civil Liberties, Privacy, and Transparency (CLPT) at the Office of the Director of National Intelligence (ODNI), you will:

Serve CLPT's primary multimedia storyteller, using Intelligence.gov, social media, and other resources to enhance the IC's public communication with your unique voice and vision.

Lead efforts to institutionalize transparency in our public engagements as well as define the internal policies and processes that enable these projects.

Manage our multidisciplinary design team, capturing requirements and marrying them with the best-available technical solution, as well as the best practices for digital design and open government.

Document and share lessons learned, including trust-building communication strategy and tactics, as well as measurements of success/metrics and key performance indicators.

Collaborate with technical and administrative partners in the pursuit of not just the best quality product, but a sustainable path for improving our essential public-facing transparency resources.

Be an articulate voice during internal and external presentations, relied upon to develop and share your expertise in collaboration with others, as well as represent CLPT and the IC to various audiences.

Manage CLPT's outreach portfolio to the government, academia, and private sector, fostering awareness, pursuing collaboration, and assessing the impact of emergent tools and technologies.

Execute CLPT duties as they relate to the ODNI and across the IC.

Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Five years of communications strategy in crafting creative digital content, to include: stakeholder engagement, a solid grasp of UX/UI principles, and successful project management.

An existing body of work that illustrates curiosity, drive, and independent-thinking, including self-initiated project development and DIY approaches; an interest in design and development tools; and examples of story and character-driven projects.

Demonstrated ability to lead / work effectively and efficiently in a diverse, creative, fast-paced project team environment and to expertly manage time, technical, and administrative resources.

Experience creating online campaigns supported by rich digital content, including the use of common platforms (Twitter, Facebook, Instagram, etc.) as well as common creative platforms (Adobe Creative Suite, etc.).

Demonstrated oral and written communication skills, including the demonstrated ability to clearly convey complex information and ideas to all levels of management.

Desired Requirements:

Three years of experience in the development of user-facing, creative, interactive digital products, including managing efforts with both long and short timelines.

Experience with common content management systems (WordPress, Drupal, Joomla, etc.) as well as code-management platforms such as GitHub.

Familiarity with common web technologies and platforms. At minimum, basic HTML and CSS code changes don't intimidate you and you understand the ins-and-outs of popular content management systems and social platforms.

General understanding of the building blocks of web development (HTML, CSS, Javascript, JSON, PHP, APIs, 508 compliance, etc.) and a willingness to collaborate with experts to effectively realize a creative vision
