Duties

Oversee, direct, and execute funding and acquisition issues.

Collaborate with PMs and COs to plan and translate concepts into viable contract deliverables.

Provide support and oversee in preparing and coordinating all related contracting material such as Statements of Work (SOW), determination and findings memorandums, risk of acquisition questionnaires, acquisition plans, evaluation criteria, industrial security plans, research solicitations and proposal review plans, and participate in source selection process.

Provide guidance as the business liaison between the CO and the contractor, and is responsible for monitoring fiscal performance and timely delivery as set forth in the contract.

Oversea services that encompass, but are not limited to, technical liaison, contractor performance monitoring, contractor proposal technical evaluations, contractor invoice review and approval, product or service formal acceptance, government property administration, personnel security tracking and documentation, records and information management.

Work closely with mission customers, organizational management, and the Contracting Officer (CO); serve as the Contractor's principal point of contact for technical management after contract award; direct and coordinate technical and program issues, establish objectives, develop requirements, establish schedules, estimate costs, develop budgetary controls, monitor technical aspects of the contract, and monitor the contractor's performance; work closely with the CO to assist in contract negotiations, including determining viable options for cost.

Assist with budget formulation, justification, and execution. Document financial commitments, obligations, and expenses.

Assist with spend plans, track spending, and project future spending requirements.

Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under uncertain conditions or due to short and rapidly changing deadlines, guidance, or objectives.

Apply broad financial management policies and guidelines and establish performance metrics against priorities, policies, and objectives for frequently changing program objectives, plans, and funding requirements.

Conduct budgetary and financial data analyses and the assessment of financial conditions by applying financial principles, policies, standards, methods, techniques, controls, and systems to solve a variety of financial management problems.

Must be a current permanent ODNI employee.

Qualifications

Thorough knowledge of the ODNI and IC, and/or Department of Defense budget and acquisition policies and procedures. Program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.

Demonstrated ability to effectively articulate, both verbally and in writing, complex problems and present solutions in clear and concise terms for decision-making.

Ability to work effectively with senior officials in a dynamic and fast-paced environment.

Knowledge of performance management, budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.

Ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.

Ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.

Ability to perform thorough work and conscientious about attending to detail.

Ability to quickly identify and apply new technologies, methodologies, and technical languages.

Based on assignment, may require Contracting Officer's Technical Representative (COTR) Certification and proven track record as COTR.

Ability to conduct accounting and financial reporting of information through a thorough knowledge of financial principles, policies, methods, techniques, and systems.

Technical competencies, training, and certification at the COTR Level I as outlined in the ODNI/Contracts Certification model or the willingness to achieve COTR Level I certification under the same within 90 days of reporting.

Ability to develop consensus recommendations and to solicit input from colleagues and peers; ability to remain open-minded and change opinions on the basis of new information and requirements.

Desired Requirements

Demonstrated ability to write reports and correspondence in clear, concise language and in appropriate form and style to sufficiently document business clearance memorandums, negotiation memorandums, etc.

Technical competencies and training through COTR Level II as outlined in ODNI/Contracts Certification model.

Proven experience in project management, with a proven track record as a problem-solver and experience.
