Full Time

  • The incumbent purchases materials, supplies, services, construction, and/or equipment under the provisions of the Simplified Acquisition Program (SAP).
  • Utilizes various methods of solicitation and various methods of purchase.
  • Analyzes information for pre-solicitation packages and, through independent research, uses specialized technical knowledge to validate the accuracy, completeness, and reasonableness of pre-solicitation packages.
  • Collaborates with program offices to assess and develop the acquisition plan.
  • Prepare and posts solicitations, compiling applicable clauses and ensuring accuracy.
  • Uses specialized experience to review and identify discrepancies in bids, prices offered, and shipments.
  • Negotiates with vendors to the full extent of the small purchases threshold. And, conducts analysis to determine fair and reasonable prices.

At the GS-07 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to procure materials, supplies, equipment, and services within the small purchase limitations; assist in the solicitation of quotes from suppliers; draft invitations for bid or requests for quotations to potential suppliers; review responses to quotes/bid solicitations; compile bidder's lists; prepare technical correspondence; and maintain records related to procurement processes.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
