Duties

The duties of the position at the GS-11 grade level consist of the following:

The individual will provide assistance ensuring the agency's compliance with the National Environmental Policy Act (NEPA) and related environmental laws and managing environmental and historic reviews for freight rail projects.

The duties of the position at the higher grade levels consist of the following:
  • Ensures the agency's compliance with NEPA and related environmental laws and regulations.
  • Applies the agency's implementing regulations and federal statutes and guidelines to environmental and historic preservation analysis.
  • Manages complex environmental and historic preservation reviews, using tools and databases such as Excel and Arc GIS.
  • Reviews and verifies the general accuracy of environmental data prepared by third-party contractors and others.
  • Drafts and edits environmental documents such as environmental assessments and environmental impact statements.
  • Communicates effectively both orally and in writing, complying with the Federal Plain Language Guidelines.
  • Prepares environmental and cultural resource correspondence in response to public and agency inquiries.

  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade.


Qualifications

GS-11
To be qualified for this position at the GS-11 grade level, you must demonstrate in your resume one year of specialized experience equivalent to the GS-09 level of Federal service such as experience assisting in an agency's compliance with the National Environmental Policy Act (NEPA); assisting in managing environmental reviews under NEPA; and writing various documents such as environmental assessments and environmental impact statements.

OR

Ph.D. or 3 full years of progressively higher-level graduate education leading to such a degree.

OR

A combination of education and experience are qualifying for this grade level.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to the Environmental Protection Specialist and is equivalent to the work performed at the next lower grade level.

GS-12
To be qualified for this position at the GS-12 grade level, you must demonstrate in your resume one year of specialized experience equivalent to the GS-11 level of Federal service such as experience assisting in an agency's compliance with the NEPA and related environmental laws; assisting in managing environmental reviews; and writing various documents such as environmental assessments environmental impact statements. There is no substitution of education for specialized experience at the GS-12 grade level.

GS-13
To be qualified for this position at the GS-13 grade level, you must demonstrate in your resume one year of specialized experience equivalent to the GS-12 level of Federal service such as managing environmental reviews under NEPA and related environmental laws; preparing and reviewing environmental documents, and experience working with Federal, State, and/or other organizations to resolve complex environmental issues/problems. There is no substitution of education for specialized experience at the GS-13 grade level.

GS-14
To be qualified for this position at the GS-14 grade level, you must demonstrate in your resume one year of specialized experience equivalent to the GS-13 level of Federal service such as experience managing complex and environmental reviews, preparing and reviewing environmental documents and coordinating with government agencies or organizations on environmental assessments or environmental impact statements. There is no substitution of education for specialized experience at the GS-14 grade level.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies as follow:
  • Environmental Laws, Regulations, and Guidelines
  • Written Communication
  • Technical Competence

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (i.e Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify for this position at the GS-11 level you must have completed the following educational requirements.

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher-level graduate education leading to such a degree

OR

A combination of education and experience are qualifying for this grade level. You MUST provide transcripts to support your educational claims (unofficial transcripts are acceptable). All materials must be submitted by the closing date of the announcement. Refer to the Required Document section regarding all materials submission.

As mentioned previously, in the Qualifications section, there are no educational substitutions at the GS-12, 13, or 14 levels.
