Under general supervision of the Business Operations Manager, leads and manages the work and behaviors of skilled instrumentation technicians of a large Advanced Sewage Treatment Facility. Duties and responsibilities call for the planning, directing and supervising the work of Instrumentation Technicians III’s, and II’s in support of a highly automated Industrial Wastewater Treatment Plant.

Assesses and coordinates the Instrumentation Section Preventive and Corrective Maintenance Program utilizing a computerized maintenance management system. Performs other leadership and management duties to include assessment of current workforce skill levels necessary in the sustainment of meeting current and anticipated job performance requirements. Assesses and recommends technical and other training requirements necessary for improving the Instrumentation Section technical skills and workplace conduct. Maintains through documentation subordinates job performance and workplace conduct; administrates your leadership and management responsibilities in accordance with the requirements of Personnel Regulations.

Participates in the review of various level of design submittal documents and technical workshops on plant upgrade and improvement projects. Assess cause and effect of instrument systems and device failure, review and approves manufactures shop drawings prior to fabrication, participates in the design and constructability of plant upgrades and expansion, utilizes, on line and hard copy of manufacturer’s O and M manufacturers' manuals for troubleshooting and ordering parts. Develops employment interview questions, conducts interviews and performs reference checks. Ensure individuals under your leadership is fully incompliance in the utilization of designated Personal Protective Equipment in the execution of their assigned tasks.

Illustrative Duties

  • Supervises Instrumentation Technicians in installing, maintaining and repairing instrumentation and electronic equipment used in a wastewater treatment plant, pumping/flow metering stations, atmospheric testing, or air monitoring devices used on emergency response vehicles;
  • Oversees the activities of the Instrument Technicians who perform instrumentation installation, repair, maintenance and calibration of open-channel and closed-pipe inter-jurisdictional flow meters, temporary flow meters and rain gauges;
  • Manages the on-going preventative, corrective, and predictive maintenance on multigenerational equipment;
  • Consults on preventative, corrective, and predictive maintenance Supervisory Control and Data (SCADA) and on complex installations and repairs;
  • Provides technical advice on planning for new equipment and assists with specifications;
  • Liaises with contractors for capital improvement design and review;
  • Provides oversight of data submitted for the billing and revenue of the county to jurisdictions;
  • Leads and participates in the more technical installation, maintenance and trouble-shooting of complex Programmable Logic Controlled based pump controls, microprocessor based flow meters, precipitation, pressure and level instruments, telemetry systems and SCADA;
  • Plans and assign work schedules, determine scope and priority of work;
  • Utilizes a computerized maintenance management system or Enterprise Asset Management system to prioritize preventative and corrective maintenance work orders;
  • Supervises subordinate employees including hiring, coaching, counseling, training and evaluations;
  • Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning;
  • Investigates, documents and reports safety issues;
  • Clearly communicates safety expectations;
  • Resolves safety-related matters in a timely manner;
  • Complies with the safety competencies;
  • Maintains effective relationships with customers, employees and managers.


Required Knowledge Skills and Abilities

  • Extensive knowledge of electronics theory and of the tools, methods and practices of electronic equipment repair;
  • Extensive knowledge of the functioning and maintenance of process control instrumentation and electronic equipment;
  • Extensive knowledge of preventative and corrective maintenance software;
  • Extensive knowledge of Supervisory Control and Data Acquisition systems (SCADA), Computerized Maintenance Systems (CMMS) and Enterprise Asset Management systems (EAM);
  • Knowledge of safety regulations and safe work practices as they relate to Wastewater
  • Instrumentation work;
  • Ability to distinguish different color wiring;
  • Ability to read and interpret schematics, circuit diagrams, and manuals;
  • Ability to diagnose and correct complex instrumentation and electronic malfunctions;
  • Ability to program and manage SCADA;
  • Ability to ensure programming of PLCs (Programmable Logic Controllers) and VFD (Variable Speed Drives) are aligned with operation objectives;
  • Ability to ensure that subordinates follow all safety regulations and use safe work practices;
  • Ability to plan and supervise the work of other employees;
  • Ability to work in confined spaces;
  • Ability to comprehend confined space training;
  • Ability to maintain effective relationships with customers, employees and managers.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to graduation from high school, or a GED issued by a state department of education; completion of a vacation course in electronics, and seven years of work experience related to the installation, maintenance and repair of industrial instrumentation or electronic/electrical equipment found in water or wastewater utilities; and one year as an instrumentation lead or equivalent.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer.

Subject to 24 hour call back and must, therefore, be able to work emergency overtime. Subject to working in adverse weather conditions and may be exposed to raw waste or environments generating methane gas. Ability to distinguish different color wiring.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Training course in electronics. Valid Virginia Industrial Instrumentation Technician Journeyman's License or Instrument Society of America (ISA). Knowledge of instrumentation and control systems to include: multiple hearth incinerators, Supervisory control and data acquisition (SCADA) , continuous emission monitoring (CEM) communication and data network and programming software.

PHYSICAL REQUIREMENTS:
Exposure to airborne substances, caustic, or hazardous chemicals, etc. Outside work in inclement weather. Working in elevated underground or closely confined areas. Ability to climb ladders and scaffolding. All duties performed with or without reasonable accommodations.
