Analyzes and processes accounts payable and accounts receivable activities in support of the Fire and Rescue Department (FRD) u nder general supervision of the Financial Specialist III . Serves as the primary coordinator and provides fiscal oversight of the FRDs extensive travel and training program for both general and grant funded activities. Utilizing significant experience with the county's financial system, Fairfax County Unified System (FOCUS), is responsible for the accounting functions, review, audit, and reconciliation of all travel and training financial activities. Interprets county regulations regarding agency travel and training activities. Performs accounting functions unique to the agency's complex, specialized record keeping and reporting requirements for travel and training functions.

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes, and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
  • Prepares or assist development of the agency budget and monitors budget status.

  • Ability to prepare, interpret and analyze financial reports and statements;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus, two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

PREFERRED QUALIFICATIONS:
  • Advanced level, experience FOCUS user.
  • Understanding of general accounting processes and terms.
  • Experience working with travel, training, and reimbursements.
  • Familiar with the County's policies and procedures and proven ability to effectively communicate them to staff at all levels.
  • Adept at working with spreadsheets and databases.
  • Demonstrated ability to work independently, set priorities and attend to multiple tasks in a fast-paced environment.
  • Must be detail-orientated, have good communication skills and the ability to develop and maintain productive and effective staff relationships.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check and sanctions screening to the satisfaction of the employer.
