Works as part of the Infant and Toddler Connection of Fairfax-Falls Church (ITC.) Leads a team of professionals committed to providing federally mandated service coordination and transition services to infants and toddlers in Fairfax County, Virginia. The focus of the program is to enhance the lives of infants and toddlers identified as having a delay or being at risk of a delay by supporting the child and family in their day to day activities, facilitating community integration, and promoting overall development. The program centers upon experience and expertise to incorporate and advance best practice in the provision of early intervention services. ITC serves more than 4,000 children annually. Strong knowledge of Part C of the Individuals with Disabilities Education Act with emphasis on service coordination excellence. Performs senior manager duties including planning, implementation, and direction for the ITC service coordination program to include oversight of 40 + merit county employees who provide service coordination to more than 4,000 children annually. Directly supervises 5 service coordination team supervisors, and two referral support staff. Reports directly to the Local System Manager/Early Intervention Director. Monitors federal and state program compliance for service coordination, oversees hiring, staffing and position development, data collection and analysis. Ensures consistency of service coordination across the 5 teams. Works closely with other early intervention service coordination leads in Virginia and in some instances other states.

The ITC program is part of the Neighborhood and Community Services Inclusive Support Services (ISS) Division and duties are performed under the general leadership of the ITC Director/Local System Manager. The successful candidate will work closely with the clinical director and operations director for ITC.

The chosen applicant must become certified as an early intervention case manager by the State of Virginia within one month of hire.

Illustrative Duties

  • Manage several units of Early Intervention Service Coordination, or Early Intervention clinical teams;
  • Provides administrative direction of Early Intervention professional teams;
  • Serves as lead administrator of all Child Find and referral activities for Early Intervention;
  • Identifies, advocates for, and secures necessary client support services;
  • Manages system-wide workloads and resources to ensure equitable delivery of services;
  • Provides program policy guidance and interpretation;
  • Provides budget guidance and support;
  • Leads interdisciplinary evaluation teams, interprets assessments results and determines eligibility for services;
  • Monitors and evaluates contracted and directly operated services;
  • Provides oversight to contractual services, including clinical and program supervision;
  • Designs and implements program evaluations, outcome measures, and performance indicators;
  • Reviews and investigates reports of serious incidents and complaints;
  • Compiles statistics and prepares administrative reports;
  • Provides input on service delivery policies and procedures and assists in program development;
  • Evaluates program to ensure effective and efficient service delivery; and develops plans to address identified gaps in services;
  • Monitors and ensures that program complies with all federal, state, and local regulations;
  • Sets direction and leads in-service training sessions for internal staff and professional vendor agencies;
  • Analyzes system data to determine trends and identify and allocate resources to address identified needs;
  • Participates in leadership team meetings, state meetings, and interagency meetings, and other activities as assigned;
  • Makes presentations to community groups about the discipline and about the County's Early Intervention Program.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a master's degree in Counseling, Early Childhood, Human Development, Psychology, Social Work, Special Education and other disciplines identified as Allied Health professions, plus five years of directly related professional Early Intervention services, clinical services, or clinical quality assurance experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Certification as an Early Intervention Professional or Early Intervention Case Manager issued by the Department of Behavioral Health and Developmental Services (DBHDS) and successful completion of the Supervision in Early Intervention training under the Early Intervention Professional Development module- within 30 days of hire if supervising Early Intervention Case Managers or Early Intervention professionals.
  • Virginia Medication Administration Assistance- within 90 days of hire
  • Valid motor vehicle driver's license with fewer than six demerit points (or equivalent in another state) at time of appointment and maintained throughout employment with the agency.

PREFERRED QUALIFICATIONS:
  • Knowledge and experience in local government.
  • Knowledge and experience in Medicaid waivers.
  • Expertise in program and process analysis and improvement of work processes.
  • Strong organizational skills to include using data to manage and evaluate programs.
  • Supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
