Job Announcement

Works as part of the Wastewater Design and Construction Division ( WDCD .) P erforms site and site/building construction oversight, quality control/assurance and safety and contract compliance inspections for complex wastewater projects. Projects will mainly be wastewater collection or/and wastewater treatment projects, with incidental buildings, stormwater and transportation scopes. Monitors and coordinates work performed by construction contractors. Assists the county project manager with plan/submittal reviews, compliance with federal/ state/local agencies’ permits and applicable regulation and specification, oversight of work under construction, and claims avoidance and mitigation. Must perform coordination efforts with all stakeholders during construction. Reviews inspection reports and takes any appropriate action necessary to correct construction deficiencies and conflicts. Work to complete projects on time, on budget, and with the highest level of quality. May be required to work evening shifts and on holidays. Clearly communicates safety expectations to fellow employees and contractors working on assigned projects, as well as residents in the area. Resolves safety-related matters in a timely manner and complies with Capital Facilities’ safety program and guidelines. May be tasked with serving in as a project/construction manager role on smaller and less complex wastewater projects where you will be drafting contract documents, interpretating standards and specifications, creating construction estimates, performing coordination with agencies and vendors, preparing/processing/executing change orders, task orders, punch lists and payment applications processing. The candidate must have outstanding oral and written communication skills and the expertise in managing multiple projects concurrently. Highly motivated and possess the skills necessary to work in a fast-paced and collaborative team environment.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; plus one year of experience in construction, building maintenance projects, code enforcement or inspection work.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract over sight or supervision.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades supervision, paraprofessional technical, inspection and related fields to professional level project management work.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's License.
  • DEQ Erosion and Sediment Control Inspector Certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driver's license check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
Best qualified candidates will have a minimum of 2 years of experience in the following :
  1. Performing inspections and quality assurance (QA) of construction projects related to utility installation and/or capital improvement projects.
  2. Applying /understanding of codes and regulations that includes DEQ, VDOT, and site development regulations.
  3. Writing inspection reports, interpreting/reading construction plans and specifications, letters, and ordinances.
  4. Performed construction inspection or code enforcement for utility installation, capital improvement projects, or general construction. .
  5. Experience providing support to the project team through the phases of construction encompassing; planning, budgeting, design, construction, project management, and contract administration of capital projects or general construction.
  6. Resolving conflicts with contractors, stakeholders, and third-party entities.

PHYSICAL REQUIREMENTS:
Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story facilities. Ability to hear normal construction alarms and verbal warnings on active construction sites. Ability to produce handwritten and typed documents. Ability to lift 40 pounds. All duties performed with or without reasonable accommodations.
