The Talent Acquisition Recruiter will partner with Hiring Managers and Departmental Recruitment Coordinators to strategize and execute on hiring plans to bring top talent into the organization. This individual will proactively source candidates through a variety of channels, with a sense of urgency, to meet monthly hiring targets. Additionally, this person will drive the full cycle recruiting process to get the best talent hired efficiently. The Talent Acquisition Recruiter will be an Influencer vs Order Taker, possessing strong negotiation and communication skills, as well as strong written skills; with the ability to attract passive candidates through effective messaging and the ability to build and maintain an effective working relationship with senior level hiring managers and peers.

Minimum & Additional Requirements
To be qualify for this role, you must possess a four-year college degree; five years of progressively-responsible human resources experience with a concentration in recruitment/ talent acquisition in the public sector; five years’ experience in Federal, State and City laws, ordinances, rules and regulations pertaining to human resource management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
To be considered an ideal candidate, a candidate should possess a four-year college degree in Human Resources, Psychology, Business, or related field, and seven years of professional recruiting experience including familiarity with applicant tracking systems (ATS).

The Opportunity
- Handles full lifecycle recruiting for assigned searches beginning with a kick-off meeting with the hiring manager to discuss process and strategic approach
- Establish and maintain relationships with hiring managers to stay abreast of current and future hiring and business needs; executes agreed upon recruiting strategies
- Execute creative recruitment and sourcing activities including but limited to direct sourcing, industry networking, internet based and social media recruiting, vendor management, diversity and outreach to appropriate industry appropriate organizations
- Knowledge of multiple platforms for recruiting
- U nderstanding of strong customer service focus and demonstrated strength in cultural competence
- Streamline and automate processes for better efficiency and effectiveness
- Evaluates the resumes of prospective candidates and determines degree of skill match; recommends or declines appropriately and forwards qualified candidate resumes to the hiring manager for review
- Tracks candidate activity from initial resume submittal to hire in the applicant tracking system (ATS)
- Conducts initial employment screening interviews by e-mail, phone, face-to-face, or other platforms
- Coordinates all interview logistics and interfaces with candidates effectively during the recruiting and evaluation process
- Coordinates receiving and evaluating of interview feedback and advises hiring supervisor in the final selection process
- Advise managers and employees on staffing policies and procedures
- Collaborates with the HR Manager, Compensation & Benefits in making salary offers
- Checks references, verifies educational credentials, and coordinates background investigation of selected candidate; negotiates and makes verbal and written offers of employment
- Manages the on-boarding process of each new hire recruited and coordinates the scheduling of orientation and other on-boarding meetings
- Works with colleagues to prepare weekly reports to monitor recruitment activity, tracks vacant positions, recruiting strategies/sources, and costs
- Continually networks and builds contacts in key functional areas to assist in future r ecruitment activities
- Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA )
- Participates in various projects
