Duties

Component Mission:

The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge
bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.

Major Duties and Responsibilities (MDRs):

Assist the Assistant Director (AD)/ DGP in leading all aspects of NCTC's Center-wide global partnership efforts.

Assist the AD/DGP in overseeing the management and direction of Center global partnership staff and business operations, execute budget, personnel, and policy decisions to support the Center's partnership activities.

Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.

Oversee and manage officers within the partnership program, including ODNI cadre, contractors, and JDA officers.

Direct the development and implementation of Center-wide controls-working closely with the AD/DGP and other NCTC Assistant Directors-regarding strategy, execution, knowledge management, and evaluations of Center-wide partnerships.

Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners. Initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners, as directed by the AD/GDP.

Evaluate and determine the state of partnerships by assessment of the quality of partnerships and ensure impactful outreach is conducted on high-priority topics.

Establish and enhance collaborative working relationships with stakeholders across the IC and broader USG to modernize NCTC's partner engagement and facilitate a corporate approach to USG partnerships. Collaborate with senior officials to ensure NCTC's strategic alignment with the mission, goals, and objectives with the DNI.

Represent the AD/GDP in numerous ODNI and IC fora, as well as with the National Security Council and Congress when necessary.

Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.

Qualifications

Mandatory and Educational Requirements

Superior organizational, managerial, and leadership skills, including strong interpersonal and negotiation skills, as well as the ability to build consensus, work effectively, and independently exert influence to major stakeholders.

Extensive experience working with individual partners, including foreign, military, federal, state, local, tribal entities, and/or private sector partners to achieve broad objectives.

Ability to generate performance metrics in developing and strengthening partnerships

Superior knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests.

Expert ability to work well with others on difficult and occasionally contentious issues. Extensive experience managing personnel including supervisory and rating/reviewing duties.

Expert interpersonal and organizational skills, including the ability to conceptualize and lead complex projects with little supervision and manage multiple, competing priorities.

Desired Requirements

Mastery of the IC budget process.

Master's degree or advanced education in mission relevant domain.

Superior knowledge of NCTC mission, products and services.

Extensive working knowledge of the functions of the US Government and the IC-focused, CT Community to include experience with international terrorism and combating terrorism policies and programs.

Additional information

Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
