Duties

As a Portfolio Monitoring Specialist, you will:

• Manage a portfolio of complex corporate and project finance emerging market loans for the DFC.
• Analyze risk profile and critical issues of portfolio; underwrite credit action requests; negotiate terms and documents with borrowers, co-lenders, foreign government officials, and third-party consultants for emerging market loans.
• Create and update complex financial models for projects, monitor financial covenants and project completion requirements for project finance emerging market loans.
• Develop and implement credit actions designed to minimize loss in adversely risk-rated credits or preserve the position of the DFC in emerging market project finance loans with regard to satisfactory credits.
• Analyze project's financial positions in order to recommend risk ratings and determine opportunities for new financing within existing portfolio. Oversee evaluations of DFC's collateral in projects to cover DFC's financial risk.
• Manage relationships with senior project managers, consultants, sponsors, guarantors, creditors, and other parties associated with emerging market project finance loans.
• Conduct periodic site visits to examine interim development of projects and assess progress; make inquiries into all aspects of operations to evaluate potential impacts on the creditworthiness of projects and companies.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following:
1. Experience participating in structured corporate finance and renewable energy projects;
2. Experience conducting financial modeling;
3. Experience communicating financial information to senior leaders and officials of domestic and foreign governments;
4. Experience with derivatives and analyzing the risk profile of fund borrowers;
5. Experience preparing financial information in a variety of formats (i.e., reports, presentations, correspondence, etc.);
6. Experience negotiating with borrowers; and
7. Experience conducting risk analyses of conditions impacting investments in developing countries.

Note: Education is not substitutional at this grade level.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following:
1. Experience in leading structured corporate finance and renewable energy projects;
2. Experience independently conducting financial modeling;
3. Experience independently communicating complex financial information to senior leaders and officials of domestic and foreign governments;
4. Experience with derivatives and analyzing the risk profile of fund borrowers and making recommendations based on the risks identified;
5. Experience leading the presentation of complex financial information in a variety of formats (i.e., reports, presentations, correspondence, etc.);
6. Experience independently negotiating with borrowers; and
7. Experience independently conducting risk analyses of conditions impacting investments in developing countries and making recommendations based on the risks identified.
