The successful candidate will perform the full range of Senior Financial Analyst (Budget Formulation Team Leader) duties and is responsible for leading a team of professionals for formulation of the agency's Information Technology/Information Management (IT/IM) budget, monitoring the Agency's IT/IM resources and supporting budget execution.

Such duties include but are not limited to:
  • developing guidance and the schedule for formulation and prioritization of the IT/IM business line resources;
  • coordinating with all stakeholder offices in formulating, validating, prioritizing, and documenting the IT/IM budget request;
  • developing all Office of the Chief Financial Officer (OCFO) required deliverables related to the IT/IM budget formulation including comparability adjustments;
  • maintaining authoritative budget data and responding to budget and shortfall questions;
  • coordinating with all stakeholder offices in formulating, prioritizing, and documenting emergent needs, fact-of-life changes, shortfall requests, passback changes, levels documents and sequestration plans;
  • supporting the maintenance of the Portfolio Overview and work with OCFO and all stakeholder offices to monitor execution against budget;
  • supporting baseline budget development;
  • maintaining actions items resulting from external/internal factors impacting the IT/IM budget;
  • establishing and maintaining cost centers (mapped to components and investments);
  • supporting Office of Management and Budget (OMB) reporting;
  • close coordination and collaboration with the Budget Execution Team;
  • managing the Federal Planning and Architecture Support System (FEDPASS); and supporting formulated budget compliance to FITARA reporting

Therefore, to the extent that an NRC job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.


In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:
  • Demonstrated ability to obtain, review, combine, analyze and present complex budget formulation data, including the demonstrated ability to handle large datasets and deliver complex quantitative analyses using advanced features of Microsoft Excel such as pivot table reports and charting tools.
  • Demonstrated ability to identify, comprehend, analyze, and discuss complex issues and problems, as well as determine relative priorities, and develop recommendations or alternatives to focus quickly on possible solutions for management action.
  • Demonstrated ability to perform research work independently based only on general instructions and to present the results in an accurate and concise form.
  • Demonstrated advanced oral and written communication skills, and experience effectively conveying and presenting complex and detailed information of a financial nature to colleagues, peers, senior management officials, and representatives of other institutions, agencies, or organizations.

  • Specialized experience is defined as: Comprehensive knowledge of Agency programs sufficient to assist in the development, formulation, and evaluation of new approaches to budgetary, administrative, technical, and programmatic problems. Overall knowledge and experience must be sufficient to conduct analyses of assigned programs, evaluate varied proposals and approaches to programmatic problems, and maintain cognizance of the budgetary, personnel, administrative, and technical features arid issues underlying major programs. Knowledge of Federal laws, regulations, policies and standards related to the acquisition and management of information technology and information management resources and NRC implementing policies and procedures. In depth awareness of the activities and work products of external IT/IM oversight and coordinating groups, such as GAO, OMB, or other Government wide groups.

    Additional information

    The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
