Duties

  • You will provide expert advice to managers on a variety of complex employee and labor relations issues.
  • You will provide expert technical support to management throughout various federal processes including discipline, adverse actions, and performance.
  • You will support management fact-finding inquiries and administrative investigations and write disciplinary letters.
  • You will develop training, briefings, and technical documents in support of the labor and employee relations function.
  • You will negotiate with the unions in matters involving the collective bargaining agreement, changes in working conditions, and grievance resolution.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

TO QUALIFY FOR NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of human resource management principles to support an organization's employee and labor relations efforts.

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying fundamentals of human resource management to support an organization's employee and labor relations efforts.

Education

TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

There are no authorized education substitutions to qualify for this position at the NT-5 level.

Additional information

You will serve as a Human Resources Specialist (Employee/Labor Relations) in the Corporate Operations Department, Human Resources Division, Labor and Employee Relations Branch (Code 1014) of the Naval Surface Warfare Center Dahlgren Division.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $138,868).
