Duties

The incumbent selected will work in one or more of following specialties: Policy and Planning, Network Services, Enterprise Architecture (ENT/ARCH), Data Management, Security(INFOSEC), Internet, Systems Analysis, Systems Administration, Applications Software, Customer Support, Operating Systems, IT Project Management, or IT Program Management.

Examples of duties at the GS-07: (This is NOT an all-inclusive list):
  • Assists customers in researching technical decisions, such as deciding how to select off-the-shelf hardware and software and how to use available technology products and equipment. Follows up with vendors to ensure that customers' needs are clearly understood. Assists a higher graded specialist in developing a position for negotiating the technical requirements with the vendor/contractor, while assisting the contracting officer in negotiating a reasonable price for designated project/task.
  • Identifying and resolving issues and problems, such as those relating to network configuration, systems services, or other IT matters.
  • Using basic IT analytical techniques to research work methods and procedures to perform successive steps to perform limited, conventional IT work/projects.

Examples of duties at the GS-09: (This is NOT an all-inclusive list):
  • Assists and participates in the planning and delivery of information technology (IT) customer support services to assigned organizations, including installation, configuration, troubleshooting, customer assistance, or training in support of customer requirements
  • Provides general or limited technical support and assistance when problems arise with IT equipment and/or services, assisting customers in identifying general problems and researching possible solutions. Researches problems encountered with IT systems, program and hardware/software specifications.
  • Performs technical IT data management functions and designs tools and techniques for analysis of data, Provides IT support in the normalization, installation and/or implementation of IT databases.

Examples of duties at the GS-11 and 12: (This is NOT an all-inclusive list):
  • Determines hardware/software needs, reviews, and installs hardware/software to maintain the integrity and accessibility of the system. Monitors network performance and ensures that optimum performance is maintained at all times. Provides technical advice and assistance, including training to personnel involved in the utilization of the network.
  • Uses knowledge of IT principles, methods, and practices to plan, implement and coordinate services to diagnose and resolve problems, and ensure continuous service.
  • Coordinates, develops, and implements local and/or regional IT systems, resolves IT problems; develops and displays summarized management statistics; ensures program accuracy and implementation; writes, evaluates and reviews procurement specifications, and accepts and/or rejects products.
  • Evaluates the feasibility of proposed new systems or applications development projects, consulting with customers to refine functional requirements, translating functional requirements into design specifications, determining best approaches for implementation with the technical environment, and working with developers to solve problems.
  • Designs, develops, and manages websites for Internet and Intranet sites. Gathers appropriate data, develops and/or acquires computer graphics and images. Maintains statistics on related websites and ensures quality and accuracy of websites are consistently monitored.
  • Provides documentation to end-users and ensures proper hardware and software configurations. Analyzes proposed change requests to ensure consistency with organizations' program direction; evaluates various hardware and software available; coordinates implementation via status meetings; provides guidance and notifies appropriate users of change.
  • Planning and implementing policies, programs and regulations affecting cybersecurity architecture program relationships, performance and organizational objectives.
  • Managing the development and implementation of efficient and effective short term and long term strategies and processes to continuously identify and evaluate and mitigate risks across the cybersecurity landscape to reduce identified enterprise wide cybersecurity threats and vulnerabilities.
  • Analyzes cybersecurity and risk management program objectives and processes to determine whether changes in policies, procedures, or organizational structures are efficient and effective.
  • Collaborates with internal and external stakeholders, leadership and regulatory officials, and meeting with industry partners, and Federal, and State and local agencies to identify and recommend modifications or additional IT services, products, and/or solutions.
  • Conducting software and cloud related strategic planning, industry analysis, and National Institute of Standards and Technology (NIST) based supply chain risk management.

Locality pay will be determined once the duty location has been established. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC QUALIFICATIONS: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. In addition to meeting the qualification requirements listed below for the GS-7, GS-9 level, GS-11 level, and/or GS-12 level you must also demonstrate experience with each of the four competencies listed below:
  • Attention to Detail- This skill is generally demonstrated by assignments where the applicant monitors, maintains, or updates data, records, or other information.
  • Customer Service- This skill is generally demonstrated by assignments where the applicant develops a working knowledge of the customer's business or function.
  • Oral Communication- This skill is generally demonstrated by assignments where the applicant contacts others orally to obtain and provide information.
  • Problem Solving- This skill is generally demonstrated by assignments where the applicant identifies or anticipates needs or problem.

  • The GS-07 base salary range per year will depend on the duty location.

    To qualify, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.

    SPECIALIZED EXPERIENCE GS-07: Specialized experience is experience performing routine administrative work requiring basic information technology knowledge, and completing work products and IT projects using IT methods and techniques, application of IT theory, and basic principles.

    OR

    You may substitute education for specialized experience as follows: 1 year of graduate level education at an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

    The GS-09 base salary range per year will depend on the duty location.

    To qualify, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

    SPECIALIZED EXPERIENCE GS-09: Specialized experience is experience performing routine administrative work requiring basic information technology knowledge, and completing work products and IT projects using IT methods and techniques, application of IT theory, basic principles, and applying different and unrelated IT processes and methods to complete developmental assignment such as monitoring network functionality, participating in testing or evaluating technical data or components, translating customer business requirements into technical specifications, providing information to customers on using installed systems, etc.

    OR

    You may substitute education for specialized experience as follows: a master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management or in one or more of the fields identified above and required the development or adaption of applications, systems or networks.

    The GS-11 base salary range per year will depend on the duty location.

    To qualify, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.

    SPECIALIZED EXPERIENCE GS-11: Examples of specialized experience include assisting with:
    • Evaluating unusual technical or customer circumstances to determine new or changing IT needs;
    • Researching and resolving varied operational and support problems and issues;
    • Interpreting diverse technical and business data and translating them into technical specifications;
    • Refining work methods in process to satisfy customer requirements such as evaluating technical requirements; monitoring or troubleshooting IT systems, design, hardware/software applications and/or security related problems in assigned customer organizations; managing user accounts

    OR

    You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management or in one or more of the fields identified above and required the development or adaption of applications, systems or networks.

    The GS-12 base salary range per year will depend on the duty location.

    To qualify, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service

    SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is providing comprehensive advice and technical input in the research, analysis, and resolution of a variety of unusually complex technical IT and organizational problems; determining new or changing technology needs; researching and resolving varied operational and support problems and issues; interpreting diverse technical and business data and translating data into technical specifications; and refining work methods to satisfy organizational requirements.

    Education
