Job Announcement

Manages all field operations for the Home Repair for the Elderly Program (HREP), including supervision of a team of HREP repair personnel, contractors and subcontractors. HREP is a Fairfax County program that provides minor residential repairs to qualified county residents.

As primary contact person with HREP clients, they will conduct initial inspections, work with clients to schedule the necessary repairs and conduct final walkthrough inspections to ensure client satisfaction. Prepares scope of work as needed for contracted work. Solicits bids, reviews proposals, and accepts contracts. Schedules contractors to perform work under HREP and inspects completed work to ensure completeness and quality. Approves all payments under HREP contracts. Must be able to handle multiple concurrent projects in various states of completion. Provides detailed financial records of purchases and contract payments. Prepares weekly, monthly, and yearly activity reports to track items such as project timelines, labor and material amounts per project, status of new clients, total client expenditures, and other federal and county required information. Manages purchasing function for HREP, including tools and materials. Manages workshops and tool storage for HREP. Responsible for complying with maintenance requirements for multiple county vehicles. Participates in team interviewing and hiring of new field and office employees for HREP. Identifies training needs and opportunities and coordinates training for all HREP staff. Review’s staff and contractors performance to ensure the program meets the needs of residents participating in the program, as well as overall program goals.

Supervises crew activities in the field;
Maintains inventory of material, supplies, and equipment;
Prepares/maintains records of work performed by crews/contractors including materials utilized;
Supervises subordinate employees including coaching, counseling, training and performance evaluations ;
Ensure safety programs are implemented and communicated and work complies with all safety regulations;
Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning;
Resolves safety-related matters in a timely manner;

Required Knowledge Skills and Abilities

Thorough knowledge of safety regulations and practices applicable to the particular area;
Ability to plan and supervise the work of subordinates and to oversee the work of contractors;
Ability to coach, counsel, train and evaluate employee performance to include safety policies, procedures and practices;
Ability to communicate effectively both orally and in writing;
Ability to use personal computers, word processing, spreadsheet software and database applications to prepare reports, documents and keep records to include computerized maintenance management system;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to the following: high School diploma or GED issued by a state department of education, and four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment medical evaluation, and a driving record check to the satisfaction of the employer. Positions within this classification requiring a valid motor vehicle license are subject to a driving record check as a condition of employment and periodically thereafter, as determined by Risk Management.

This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster).

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Working knowledge of the repair and installation of residential plumbing, electrical, and mechanical systems.
  • Working knowledge of construction tools and equipment, as well as general carpentry, drywall installation, and painting skills.
  • Experience working in occupied residential properties, directly and supervising skilled trades, and interacting directly with clients.
  • Experience running the day-to-day processes of a residential maintenance/improvement operation, including estimating scope of work, scheduling, quality control and processing all payments.

PHYSICAL REQUIREMENTS:
To perform the essential functions incumbent must have the ability to frequently stand; walk; use hands to grasp, handle, or feel; reach, climb or balance; stoop; kneel; crouch; bend; or crawl and occasionally sit. Ability to climb and work from a ladder for an extended period of time while using hand tools. Use varied hand and power tools; lift or move materials and/or equipment exceeding 50 lbs. with assistance of other staff or equipment. Vision is required to read printed materials, computer screen and distinguish colors; operate keyboard driven equipment and computer. Ability to drive a motor vehicle and must be able to work in all weather conditions. Ability to communicate with others verbally and in writing. Pass a pre-employment physical.
