Overview
In pursuit of service excellence, the Fiscal Officer I will primarily work with the Fiscal Officer II, Administrative Service, and assist with the Department’s processes and the various revenue/finance transactions necessary to maintain internal control. Functions include revenue and cash collection, accounting, budget and expenditure transfers, maintaining contracts, procurement, payroll processing, quarterly/annual projection reports and IT coordination.
The Fiscal Officer I will assist in budget formulation and forecasting and assist frontline providers in complying with all procurement rules. Participate in budget preparation and mid-year budget revisions, including annual budget submissions. Monitor and evaluate programs' fiscal condition, ensuring expenditures are spent within the fiscal year. Conduct budgetary and financial analyses of the actual budget to determine variances; analyzes complex budget and expenditure issues; make recommendations regarding problems and provide solutions to budget issues. Develop monthly projections, process journal voucher for expenditures and revenue, monitor leases and contracts, work with grant managers to ensure allocated funds are expended accordingly, and prepares and submit close out reports to accounting. Develop and implement policies/procedures for the Finance office and department to ensure compliance with Federal, State, and City regulations. In addition, will oversee the Department’s IT coordination with City’s Information Technology Services. Act as the link between end users and higher-level technical support, perform basic troubleshooting, coordinator of computer replacements, and mobile/smart device replacements. Fiscal Officer I will also be asked to take on various special projects.
What You Should Bring
The ideal candidate will have the ability to work on a variety of different financial and administrative projects and will bring a strong desire to learn new processes. Prior background or experience with a local government budgeting process is preferred. The ideal candidate will also bring a variety of computer skills to the position, notably a strong ability in Microsoft Excel, including the ability to create pivot tables and sort various spreadsheets to analyze financial information quickly and correctly. The ideal candidate should be computer savvy and will be asked to learn the City’s financial software system (MUNIS) and other software packages that will be a part of daily tasks, including Microsoft Office, Smartsheet, Rec Trac, and Kronos.

Minimum & Additional Requirements
Four-Year College Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Three years of experience in budgeting and financial processes; one year experience with a local government budgeting process, experience in revenue/cost recovery process; experience with public policy analysis; experience with Microsoft Excel, Rec Trac system and editing pivot tables; excellent verbal communication skills; ability to write clearly and multitask to meet deadlines under pressure.
