Job Description
This is professional work responsible for the management and oversight of emergency planning and preparedness, continuity of operations, and emergency equipment and supplies for the entire portfolio of U.S. Senate state offices. Work involves managing the development and implementation of Senate state office emergency and continuity of operations (COOP) plans; managing the department supply program to include all emergency preparedness supplies distributed to Senate state offices; and managing the training and education of State Office employees regarding emergency pans, continuity of operations (COOP) plans, emergency preparedness supplies, and security related matters. Works also involves managing the department’s website, generating reports, creating maps and briefing presentations for incidents and disasters, and marketing the department’s services. Work is performed under the general direction of the State Office Readiness Manager.

Examples of Work
Oversees the development and implementation of Senate state office Emergency Action and Continuity of Operations (COOP) plans and advises Senate state office staff and supervisors on issues of personal protection, continuity of operations, and emergency preparedness for state offices. Manages State Office Operations department Emergency Supply and Equipment Program, which includes anticipating supply needs, conducting needs assessments, and supervising the allocation, deployment, maintenance, and inventory of emergency supplies for national ongoing and emergent issues for all Senate state offices. Develops and delivers briefings, reports, and other materials regarding state office emergency preparedness policies, procedures, and plans for SAA Senior Leadership, Senate oversight committees, Directors of SAA departments, Chiefs of Staff, Administrative Managers, State Directors, and other Senate office staff. Represents State Office Operations in meetings with Senate office staff regarding emergency preparedness, developing various program plans, and promoting the department’s resources to the Senate community. Manages, develops, and delivers training curriculum for Senate state offices regarding Emergency Action plans, Continuity of Operations (COOP) plans, and emergency supplies or equipment. Manages the content and development of the State Office Operations website, including customer facing content, in order to enhance information available to Senate state offices. Provides SAA Senior Leadership, Directors of SAA Departments, Chiefs of Staff, Administrative Managers, and State Directors with real-time notifications, information, and maps regarding possible threats and current events in order to maintain situational awareness for Senate state offices. Represents the Sergeant at Arms while on official travel to state offices and in meetings with the Capitol Police, Chiefs of Staff, Administrative Managers, State Directors, building managers, landlords and local emergency responders. Functions as backup to the other State Office Readiness Program Manager in order to support the State Office Operations Department’s National Event Monitoring and Notification Program and the State Office Training Program when needed. Performs other duties to support the preparedness, readiness, and security of the Senate and/or the mission of the State Office Operations department, as assigned.

Minimum Qualifications

Work requires a Bachelor’s Degree in Public Administration, emergency management, disaster management/preparedness planning, training, or supervision; or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:

  • Knowledge of principles, theories, methods, and practices of project management.
  • Knowledge of government/industry emergency planning/preparedness programs.
  • Knowledge of emergency equipment, communication devices, and emergency supplies as well as life safety practices.
  • Knowledge of vulnerability assessment, threat analysis, security assessment, and related processes.
  • Knowledge of Instructional Systems Design, course development, and training.
  • Knowledge of office equipment, computers, and relevant software or web applications, spreadsheets, and databases.
  • Knowledge of Geographical Information Systems (GIS).
  • Ability to analyze difficult and complex issues in order to make recommendations for action.
  • Ability to communicate effectively both orally and in writing.
  • Ability to utilize strong interpersonal and customer services skills when interacting with Senators, Senate staff, other Senate employees, vendors and colleagues in all levels of the organization.
  • Ability to lead project tam and to bring projects to completion on time and within budget.
  • Ability to develop instructional material, select the most effective instructional method, and present training to a variety of participants.
  • Ability to prepare and deliver professional presentations and training.
  • Ability to accurately prepare clear and concise analyses, plans, procedures, and reports.
  • Ability to remain calm and provide accurate details during stressful situations.


Work is performed in an office environment and is essentially sedentary, with occasional walking, standing, bending, safely carrying items less than 25 pounds such as books, papers, files, etc., and may require extended periods of computer use. This position require occasional travel and the ability to operate a motor vehicle.

Licenses, Certification and Other Requirements
Must possess, or be able to obtain, a valid driver’s license. Must possess, or be able to obtain a top secret security clearance. This position requires the incumbent to be available at all times for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour work, or to potentially deploy to alternate sites in support of the Senate’s contingency operations. To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
3. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
