An Overview

The selected Temporary Urban Planner I candidate will assist the Leadership and Management Support Services Division (LMS) of the Department of Planning & Zoning (P&Z) with full-time temporary Urban Planner functions related to the City’s Comprehensive Package of Proposed Zoning for Housing Initiatives.

This position will report to the Assistant Director of P&Z within the LMS Division. As a Temporary Urban Planner I, this position will run through the end of Fiscal Year 2023 (June 30, 2023), with the possibility of an extension through the end of Calendar Year 2023 (December 31, 2023).

The City’s Comprehensive Package of Proposed Zoning for Housing Initiatives consists of a number of potential zoning reforms to expand housing production and affordability. The Timeline for studying these initiatives, with community input throughout the process, is Calendar Year 2023. The Temporary Urban Planner I will be a key member of the team. The position will assist with monitoring the progress of the overarching Timeline and Work Plan, coordinate team meetings and follow-up, assist with research and analysis of technical data pertaining to a number of the initiatives, generate data and information pertaining to the Equity Component of the Comprehensive Package of Proposed Zoning for Housing Initiatives, prepare of text-based and graphic materials for the public, maintain the project webpage, and assist with the planning and execution of civic engagement activities.

The Ideal Candidate
The ideal candidate will have a working knowledge of the general principles of urban and regional planning and knowledge of related housing programs and equity-related land use principles. He/she will be highly motivated with proven research skills to effectively gather, analyze and interpret land use information pertaining to zoning/housing reforms. Strong organizational skills are required to schedule team coordination meetings, to summarize and track follow-up tasks/next steps from each meeting, and to create and maintain a Project Sharepoint Site to store information from meetings for easy access by team members.

Strong communication skills - written and verbal - are required, along with the ability to readily assimilate information and translate it into readable forms of communication for internal and external use. Proficiency in Microsoft Suite Programs, Adobe Suite Programs, Website content preparation, and Geographic Information Systems (GIS) Programs is needed (some inhouse GIS training is available). Experience in working with diverse communities and in the use of a variety of outreach tools for effective civic engagement is required for this position.

Minimum & Additional Requirements

Four-Year College Degree from an accredited college or university in Regional, or Urban Planning, or a closely-related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Four-Year College Degree and at least two years of experience in planning or Masters Degree in planning or closely related field with knowledge of the principles and practices of planning; strong writing, analytical and communication skills; and a working knowledge of equity principles pertaining to land use/housing matters. At least two years of experience working with communities and members of the public. At least two years of experience at the local government level and demonstrated ability to work with a team and experience in civic engagement activities involving a diverse range of populations and stakeholders. Proficiency in Microsoft Suite Programs, Adobe Suite Programs, and Geographic Information Systems.

Notes

This temporary position will run through the end of Fiscal Year 2023 (June 30, 2023), with the possibility of an extension through the end of Calendar Year 2023 (December 31, 2023). It will include all benefits, except VRS (retirement).

This position also requires successful completion of pre-employment background checks which will include a criminal history records check.
