Overview
 

World Wildlife Fund (WWF), one of the world's leading conservation organizations, seeks a Program Administrator.

Major Function

Under the direction of the Sr. Director, the Program Administrator is responsible for the financial management of specific projects/portfolios assigned to the role. The position will manage the budgets, cost proposals, financial tracking, analysis and reporting, grants and agreements, and administrative functions for the assigned portfolio. They ensure financial and administrative assistance to, and oversight of, program staff and grantees to ensure that budgets and agreements in compliance with WWF policies, procedures, systems, and donor requirements.



Responsibilities
 

  • Manage annual budgeting process. Prepares, administers, and maintains budgets, ensuring that data is accurate and current. Assists with the consolidation of program-wide annual budgets. Reviews and monitors status of budgets and meets with Program Managers on an ongoing basis. Produce budget vs actual reports for Program Staff managing budgets. Ensures spending levels are appropriate and coding is correct. Identifies problems and recommends corrective action and assists in the revision of budgets as necessary. Ensures organizational standards and guidelines are met.
  • Leads cost proposal process for funding opportunities in coordination with Program, Development or Policy and Government Affairs Team. Assists program staff with development of proposal budgets. Updates budget and planning system to reflect anticipated funds. Works with program staff to draft agreement budgets and develop spending plans.
  • Coordinates and prepares financial reports to restricted donors, ensuring donor requirements are met. Reviews and approves network and government financial reports prepared by Donor Reporting Team to ensure accuracy. Reviews and analyzes all project financial reports to ensure compliance and notifies program staff of any problems or discrepancies and provides technical assistance to grantees in resolving problems.
  • Manages the allocation of Programmatic staff time on awards, ensures accurate labor charging to donors and performs effort certification reclasses as necessary.
  • Conducts organizational risk assessments of grantees and implements monitoring of subgrantees/partners, including site visits, to ensure appropriate financial and administrative management systems are implemented to meet the level and complexity of funding to ensure compliance with donor funds. Manages the lifecycle of outgoing agreements under their respective portfolio. Ensures all WWF-issued agreements and payments are processed timely and in accordance with policies and procedures. Monitors agreement-related accounts to ensure payments are adequate and correct; reconciles conditional grants on a quarterly basis and compiles projections for Q4 accruals on conditional grants.
  • Identifies, coordinates, and expedites information-sharing both intra-departmentally and inter-departmentally, as well as externally with NGOs and other WWF National Organizations (NOs). Recommends and implements departmental procedures and provides feedback on policies and operating procedures. Maintains good working relationships and stays abreast of program issues to provide overall support to program initiatives.
  • Performs other duties as assigned.


Qualifications
 

  • A Bachelor's degree in accounting, business, public administration, or related field, or equivalent work experience required.
  • Minimum six years of substantial and successful project management experience overseeing financial and administrative activities. Demonstrated experience with US Government funded projects and knowledge of 2CFR200. Experience with bilateral and multilateral organizations is highly desirable
  • Strong organizational, quantitative, and analytical skills.
  • Excellent attention to detail, ability to prioritize and work accurately under time constraints.
  • Excellent communication and interpersonal skills.
  • Experience working with Adaptive, Smart Simple and Workday systems highly desirable
  • Able to operate with considerable independence and discretion
  • Experience with international non-profit organizations.
  • Position will require travel abroad to our WWF Network Offices and/or other partners overseas (2-4 trips a year).
  • Experience working on projects in Africa or Asia preferred.
  • Fluency in French preferred.
