Duties

  • You will provide legal advice on all acquisition law matters to include milestone decisions for major defense systems, matters of congressional or secretarial interest, legislation, source selections, bid protests, and industry inquiries.
  • You will defend procurement decisions that are protested at the Government Accountability Office (GAO) and elsewhere.
  • You will coordinate closely with other acquisition attorneys and frequently work with attorneys in offices throughout the Department of the Navy.
  • You will manage an extensive and challenging portfolio of programs critical to the future of the Department. You will counsel clients on the full range of government acquisition, including acquisition planning.
  • You will address questions of fiscal law and interpret legislation, regulations, and policy guidance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

These positions have a full performance level of NH-IV (equivalent to GS-15 pay) under the Acquisition Demonstration (AcqDemo) Pay System and will be filled at the GS-14 or NH-IV (GS-15 equivalent) level, depending on the qualifications of the successful applicant(s).

To be eligible for selection at the GS-14 level, the applicant must have at least three and a half years of recent, and relevant professional legal experience.

To be eligible for selection at the NH-IV pay level (equivalent to the GS-15), the applicant must have at least five and a half years of recent, and relevant professional legal experience.

Successful applicants at the GS-14 or NH-IV (equivalent to the GS-15) levels must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. U.S. citizenship is required and applicants must be able to obtain and maintain a SECRET security clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful applicant must have graduated from a law school that is accredited by the American Bar Association.
