Duties

As an Associate Director (Management), you will:
- Be responsible for all phases of the management program for the Bureau.
- Plan, develop, and implement policies for human resources, security, environment, health and safety, and facilities.
- Provide effective integration and coordination of the operation of these programs to provide optimal support to the engraving, printing and processing components of the bureau to assure the successful accomplishment of its mission objectives.
- Direct a full emphasis program of all elements of human resources management; particularly with respect to employee training and career development to include supervisory and executive development; employee and labor relations, staffing, position classification, benefits, payroll services, and workers' compensation.
- Maintain contact with Associate Directors, Office Chiefs, managerial and supervisory employees, and representatives of unions and employee groups to discuss the impact of operation programs, fluctuating work requirements, and growth and expansion of Bureau operations and facilities requirements.
- Be responsible for developing and implementing policies for negotiating with unions or employee groups representing diverse aims and goals.
- Oversee negotiation of labor-management agreements between various craft and non-craft unions and Bureau management; consults with employees, representatives of unions and employee groups on jurisdictional disputes, and occupational information.
- Oversee the various security programs at the Washington, D.C. facility to preserve the integrity of, and safeguard critical Bureau resources and assets such as personnel, products, plant facilities and equipment.
- Direct the facilities support function of the Bureau, involving facilities design and construction, operations and maintenance, and support services.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    As a basic requirement, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical/Professional Qualifications (TPQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent within state or local government, the private sector, or non-governmental organizations.

    Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

    EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

    ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

    ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building.

    ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

    ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

    ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, political savvy, influencing/negotiating

    Fundamental Competencies - Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation are cross-cutting and provide the foundation for success in each ECQ.

    Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results using the challenge, context, action, and result model described on OPM's SES website listed below. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.

    TECHNICAL/PROFESSIONAL QUALIFICATIONS (TPQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the TPQs to be rated eligible for this position. Please limit the responses to 1 page per TPQ.

    TPQ 1: Demonstrated experience promoting, communicating, coordinating, and implementing major change initiatives organization wide.

    TPQ 2: Demonstrated success in leading and providing executive level management oversight of diverse programs such as human resources management, facilities, security and/or environmental, health and safety in a manner that establishes and implements effective programs and policies critical to the agency's mission.

    TPQ 3: Ability to effectively communicate complex technical issues, including the ability to advocate successful customer service internally and with diverse stakeholders, labor organizations, and external partners.

    • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
    CONDITIONS OF EMPLOYMENT:
    • A one-year SES probationary period may be required.
