Duties

The SFPS provides subject matter expertise to the Judicial Conference of the United States (JCUS) and is responsible for managing the portfolios of the Judicial Conference Committees on Space and Facilities and Judicial Security, as well as the Space and Security Advisory Council (SSAC). The SFPS supports the JCUS and its committees in their development of priorities pertaining to the Judicial Branch's facilities and security needs. In addition, the SFPS works with counterparts at the General Services Administration (GSA), the U.S. Marshals Service (USMS), the Federal Protective Service (FPS), and other government agencies, in support of the Judiciary. Duties to be performed include:
  • Researching and preparing draft agendas, background materials, agenda items, committee reports, and all other documents related to the biannual meetings of the Judicial Conference Committee on Judicial Security and/or the Committee on Space and Facilities. Incumbent will also support the biannual meetings of the SSAC as needed.
  • Providing staff support to the Committees on Judicial Security and Space and Facilities to ensure that all matters involving Committees' jurisdiction are progressing in a timely and efficient manner and all stakeholders are being appropriately advised of actions being taken.
  • Presenting and discussing legal issues and questions related to judicial security and/or space and facilities with multiple stakeholders, both internal and external to the federal judiciary. This will include committee members, federal judges, local court executives, and executive branch partners.
  • Assisting in the development, implementation, execution, and management of complex and multi-faceted nationwide programs based on policies integrated within the Judiciary's over-arching judicial security and space and facilities programs.
  • Identifying and tracking any legislative issues that may be relevant to the jurisdiction of the Committee on Space and Facilities or the Committee on Judicial Security; drafting and coordinating responses to legislative inquiries related to the judicial security and space and facilities program, as well as in requested congressional briefings on these topics.
  • Assisting other Administrative Office staff, both internal and external to the FSO with the development, approval, and execution of annual budgets for the judicial security and space and facilities programs.
  • Providing staff support on external studies and reviews of the judicial security and space and facilities programs, including those conducted by the Government Accountability Office.
  • Serving as a subject matter expert on all matters related to the Director of the Administrative Office's statutory authority on the Judiciary's judicial security and space and facilities programs as authorized under 28 USC Sections 462,604-605.
  • Representing the Chief, SFPS in meetings and ensuring conformance of activities with the overall missions and objectives of the Judiciary as required.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Bar Membership : Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes.     Post J.D. Experience : Applicants must also possess at least two years of post J.D. experience.

    Specialized Experience : Subsequent to graduation from law school, applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following: 1) Assisting in the managing of a large and complex program; and 2) Working with, supporting, and briefing senior officials within government and/or private organizations.

    Education

    Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
