Overview FMS SYSTEMS ENGINEER (SAMD-2022-3401) Bowhead is looking for a Foreign Military Sales (FMS) System Engineer for cases involving one or more countries. The System Engineer shall provide weapon system support and assist the FMS Case process for program management support services to the Security Assistance Management Directorate (SAMD). Responsibilities Responsibilities include, but are not limited to, the following: - Engineer support in pre-LOR/LOR tech-review for sufficiency, Performance Work Statements/Statement of Work (PWS/SOW) development, vendor contract oversight, and LOA requirement for on-site assistance. - Support a complex portfolio consisting of straight radio point-to-point to complex communication/IT networks. - Converse with a wide-range of technical skill-sets in and supporting the SA requirements for Country, Office of Security, DSCA/USASAC/CECOM and vendors/industry partners. - Develop detailed PWS/SOW, conduct market research, and assisting in the development of other documents for the purpose of supporting contracting efforts. - Manage a single systems acquisition program/project or major functional area. - Become fully knowledgeable of all aspects of the program or programs under his/her purview. - Reviews/oversees the preparation of all related documentation. - Conducts program reviews, meetings, etc. Performs other related duties as assigned. Qualifications Bachelor's Degree in Technology Field (Electrical, Software, Networking or Information Technologies), desired 5-10+ years' experience Former FMS experience through any of the following; assignment to an FMS Security Assistance Office/Embassy, prior service with a DoD Service Implementing Agency/DSCA or DoS. Familiarity with multiple C5ISR technologies, such as Radios, Communication equipment, NVDs, Generators, Sensors, and Satellites. Experience with processes and procedures of applicable functional areas, including systems engineering, network engineering, acquisition management, business process reengineering, specialty engineering (eg, communications, systems safety, quality assurance, test and evaluation, human factors, reliability and maintainability, systems security etc.), organizational planning, financial management, acquisition logistics, configuration and data information systems, and support or program management. Ability to work independently under general guidelines or objectives that supports a team goal. Organizational thinker who provides critical leadership to develop teams and systems to streamline processes while maximizing results. Experience establishing objectives and requirements. Experience developing program/project standards and schedules. Must be willing to travel, including OCONUS Desired experience: Experience in acquisition requirements package documentation (ie SOW/PWS, IGCE, Acquisition Plan, J&A, etc.) Experience documenting test plans, purchase orders, system security plans, risk assessments, EW system training documents. Solid understanding of the military weapon systems The ability to ask the right questions to clarify and specify customer requirements needed to develop SOW/PWS documentation. Technical background and/or understanding customer requirements for IT, software, surveillance and EW systems. Writing/documentation experience Experience developing ARP (Acquisition Requirement Package) documentation. SECURITY CLEARANCE REQUIREMENTS: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
