**The selectee for this position may come from one of several occupational series currently being recruited for: Kinesiotherapist, Audiologist, Physician, Speech Language Pathologist, Occupational Therapist or Physical Therapist.

Major duties of the position include but aren't limited to:

As an Integrated Clinical Community Lead, participates in and is responsible for short and long range planning for clinical care at all VISN 22 sites of care. Assesses readiness of each medical center to achieve the goals of operational excellence, quality, growth, and satisfaction. Assessment will include resource gaps, efficiencies, productivity, clinical outcomes, etc. Advises and assists in strategic planning, policy design and implementation. Prepares documents, technical reports, correspondence, policy statements, and recommendations for the purpose of providing guidance and direction to the field and for decision-making at the highest executive levels. Serves as Co-Chair of the VISN 22 REC ICC Committee. Chairs this committee with the assigned medical center director sponsor, REC ICC Co-Lead and Health Systems Specialist. Conducts annual site visits to VISN 22 medical centers, as feasible, to identify best practices and opportunities for improvement. Develops REC ICC policies and procedures that guide, support, and evaluate provision of consistent services to patients across all VISN facilities. Develops standardized VISN policy and business rules for the scope of the practice delivered by the service line.

Must establish and maintain effective relationships with all levels of VHA National, VISN and facility level leadership and relate effectively with customers, families, and the community at large. Key relationships with Network and facility leadership and staff are needed to 1) contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of assigned programs, 2) assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and 3) collaborate with other health care leaders to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care. Participates in VISN and National workgroups and meetings, while representing the VISN. Provides professional consultation to VISN and medical center management concerning planning, coordination, operation and evaluation of services and programs relating to Rehabilitation and Extended Care. Reviews issues briefs and other correspondence generated by the facilities or the VISN in response to inquiries or events. Works with and reaches out to staff in facilities for follow up

Mentors and/or precepts staff. Collaborates in the establishment of and supports a system for recognition of accomplishments and achievements by employees. Participates in the development of education programs and staff development models to facilitate career progression and to increase productivity and performance. Assesses, plans, implements, and evaluates education strategies to meet complex care needs within changing practice environments for diverse population groups.

Oversight and responsibility for all program areas within the ICC, including regulations, policies, processes, and outcomes involved. Directs the continuous measurement and improvement of the quality of care provided by Rehabilitation and Extended Care and its consolidated programs. Plans, coordinates, and implements quality care through analysis and evaluation of VISN management reports and quality performance metrics. Monitor and reporting of VISN 22 program performance, down to facility level; coordinates and guides excellence to meet VISN and national goals.

Work Schedule: Monday - Friday 7am - 3:30pm, 7:30am - 4:00pm, or 8:00am - 4:30pm

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Education and experience. The individual must meet at least one of the requirements below:
(1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent
experience as a physical therapist.
OR
(2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience
as a physical therapist.
OR
(3) Doctorate degree in physical therapy.

Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

Grade Determinations:

GS-14: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. In addition, the candidate must demonstrate all the following KSAs.
Demonstrated Knowledge, Skills, and Abilities (KSAs):
1. Knowledge of and skill in management/administration, consultation, negotiation and compliance.
2. Advanced knowledge in the specialty program with application to interdisciplinary team function, goals and outcomes across multiple areas of practice.
3. Ability to serve as a consultant and liaison to local, regional or national coordinators and/or national program offices as well as other providers regarding the delivery of rehabilitation care within the specialty program area.
4. Demonstrates ability to serve as facilitator and/or negotiator in coordinating program initiatives among local, regional or national coordinators and interdisciplinary teams to improve quality of care for patients. Ability to evaluate, monitor and report on the status and progress of the specialty programs within the region.
5. Ability to develop and coordinate treatment programs within the specialty field nationally or within the region

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
