Minimum Qualifications

  • Bachelor's degree in Human Resources, Organizational Development, or Business Administration

  • Eight (8) years of experience in a formal project management role with proven skills in leadership, relationship management, communication, negotiation, change management, conflict resolution. Advanced experience in planning and project management of complex projects and policy administration; developing human capital policies and standard operating procedures, providing expert technical advice and guidance to managers and employees regarding Human Capital policies and procedures and ensuring compliance with related laws, regulations and policies.
  • This must include four (4) years of the experience delivering Projects and Policies that span the full enterprise of Human Capital. Must also have a successful track record of driving project and policy deliverables on time, within budget and scope.


  • Master's degree in Human Resources, Organizational Development, or Business Administration.

  • Certified Project Management Professional (PMP).

The Human Capital Program Manager provides strategic human resources support, guidance, and management for a broad range of projects, programs, and policy assignments. This is a senior Human Capital (HC) consulting role which addresses highly sensitive and confidential matters on a routine basis. The incumbent ensures organizational objectives are met and works in partnership with other HC leadership team members to provide guidance, counsel, and project/program management in the areas of talent acquisition, talent management, and retention; organizational development; performance management; and compensation and benefits. The Program Manager manages the entire portfolio of HC projects with strong attention to strategy, development and implementation. This includes working with individual project managers and ensuring delivery of all HC projects against program/project management phases and, represents HC Leadership to ensure deliverables are in alignment. In addition, the incumbent will lead and manage discrete projects assigned by the VP & Chief Human Capital Officer or designee. The incumbent will partner with the Business Integration & Advisory Office (Internal Business Operations) on high-impact Authority-wide programs/projects, and with other Departments within the Authority, as necessary.

The Human Capital Program Manager will also be responsible for managing the drafting, maintenance and development of all HC policies and procedures, to include coordination across HC Departments and other areas of the Authority and as necessary, will provide guidance and input.

This incumbent directs the work of consultants or project managers assigned to the HC projects/programs and relies on their extensive experience and judgment to plan and accomplish goals.

  • Performs a wide range of project, program, policy and procedures development duties, including conducting detailed issue and data analyses, framing recommendations and options for executive consideration, developing detailed project and program plans, leading project and program implementation efforts, and assessing impacts and results.
  • Manage program and project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives
  • Responsible for the collection, cataloguing, and maintenance of a variety of project documentation including requirements gathering, risk identification and mitigation, etc.
  • Responsible for timely and accurate reporting of project status including creating and updating regular project dashboards and project cost tracking and resource usage.
  • Monitors and reports on key deliverables, risks, milestones, project dependencies, and available resources pertaining to each project. Ensures accountability across teams for action on project risks and deliverables. Defines and executes creative solutions to resolve problems & risks.
  • Provides pro-active advice and counsel to program leaders, executive sponsors and team members on best practices to ensure project success.
  • Executes, tracks and monitors project progress. Plans and distributes the appropriate project information to all relevant project team members and stakeholders. Captures and analyzes project metrics; and identifies areas for improvement.
  • Identifies key stakeholders, the communication and change needs and engages stakeholders within all levels of the Authority throughout the project life cycle.
  • Manages project budget against plan, highlights and communicates overages and underspent funds to stakeholders.
  • Facilitates project teams in problem resolution, such as deviation from project plans. Instills a culture of continuous improvement, quality and productivity.
  • Facilitates work stream meetings, provides updates to Human Resource Leadership Team and IBOP Leadership Team, etc.
  • Develops, implements, and executes strategies, processes, and best practices which effectively address HR and Authority-wide business goals.
  • Develops human capital policies and standard operating procedures across human capital lines of business.
  • Provides expert technical advice and guidance to managers and employees on Human Capital policies and procedures.
  • Ensures that changes to laws, rules, and regulations are efficiently and effectively incorporated and communicated into existing documents, policies and procedures.
  • Plans, develops, and presents a wide variety of human capital policy documents, guidance, and communications to customers within WMATA.
  • Drives consistent project delivery on-time, on-budget, with desired functionality, and with the desired quality.
  • Coordinates the development and monitoring of corrective action plans from internal and external departments; manages and coordinates OIG audit issues for HR and prepares responses to the Office of Inspector General.
  • Develops and monitors HR capital and operating budgets and conducts cost, budgetary and statistical analyses and audits.
  • Reviews and responds to high-profile, complex, and politically sensitive executive correspondence, including inquiries from federal, state, regional, and local government officials, Board of Directors, and the general public.
