Duties

  • Maintains the operation of the Civilian Payroll Customer Service Representative functions.
  • Provides payroll liaison services to over 1000 civilian employees.
  • Provides payroll liaison services to appropriate support activities, the local Civilian Personnel Advisory Center (CPAC), tenants, reimbursable employees.
  • Reviews and interprets a wide range of payroll laws, policies, regulations, directives, and DCPS Payroll Office Advisory Releases.

  • Must be able to obtain a Financial Management, Level 2 certified position within 24 months of appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) applying civilian payroll policy, procedures, and regulations to ensure personnel are paid properly; 2) analyzing civilian pay issues to identify root causes and identify solutions to resolve pay problems; 3) providing liaison functions pertaining to civilian payroll problems, issues, discrepancies and resolution between budget office, disbursing office and human resources office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02/GS-07 equivalent).

Education: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting and Finance.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

  • This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-02 broadband with an advertised pay range from the lowest equivalent GS-05 grade Step 1 to the highest equivalent GS-11 grade step 10 in the broadband. This position is subject to the NH-02 Non-Supervisory Analyst/ Executive Assistant control point of the CECOM Control Point Policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position." for this control point.
