The Management and Program Analyst:
  • Serves as an analyst and advisor to the Director and Deputy Director in budgeting, contracting, financial management, staffing, and organizational processes.
  • Develops effective communications materials for both internal and external audiences, including presentations, presentation templates, memos, and website content.
  • Coordinates with appropriate program managers and management officials and with higher authorities. Makes general business, technical, management and policy decisions for successful execution of OST programs and projects.
  • Serves as authorized COR on contractual agreements as necessary.
  • As needed, ensures proper coordination for, staffing and tracking of, and timely and accurate completion of Senior Level correspondence, reports, and related or similar actions.
  • Provides innovative and expert leadership to strategic and workforce planning for areas of responsibility. Provides authoritative advisory service and/or develops authoritative policy interpretations.

  • REMOTE WORK. If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States. You will be required to sign a remote work agreement.
  • TELEWORK ELIGIBILITY: If selected for the Washington, DC or Cambridge, MA, duty station, the position is approved for occasional telework and you are required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.


To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience applying knowledge of the principles of strategic and operational planning and change management to develop and execute an organizational strategy.
  • Experience leading a team performing various operational functions such as: correspondence management, program management review, budgetary and fiscal management, resource management, workforce analysis, and other support services.
  • Experience as an advisor or subject matter expert providing policy or program recommendations to improve or enhance the delivery of programmatic goals and objectives

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Program Management, Budgeting, Contracting, Performance Management - Experience in key transportation program management tasks, processes, and functions, including: budgeting and financial management; procurement, acquisitions, and contract oversight; establishing, implementing, and maintaining management tools and controls; and developing and implementing tracking, reporting, and performance management mechanisms.
  • Outreach and Coordination - Experience in developing effective communications materials, building and sustaining partnerships in both government and industry, and coordinating and corresponding with appointed government leadership and Congressional staff.
