Responsibilities:Noblis ESI is seeking a Requirements Configuration Manager with an ACTIVE Top Secret with SCI and Polygraph for their Chantilly, VA location:Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projectsProvide technical guidance and recommendations related to the integration of National Systems-based capabilities.Participate in IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, and PMRsManage/Track Requirements across multiple programs/projects, processes, and toolsSupport the implementation of CM processes and methods into the interconnected and interoperable DE approachEstablish and maintain configuration and data management policies and proceduresSupport the release of drawings, schedules and system configuration changes specified by management and other functional groups through the Request For Change processServe as technical expert in their assigned areaOther responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customersQualifications:Bachelor's degree in a STEM fieldExperience in Project and Systems Engineering, with emphasis on Government acquisition in DoD or ICExperience in requirements management, tracking, and traceability processes and tools (such as RDNG/DOORS)Capable of achieving an OMG Certified Systems Modeling Professional (OCSMP) Intermediate certificationAbility to problem solve in a rapidly changing environment and interface with the customer dailyAnalysis of current processes and practices, identify improvement opportunities, and implement identified improvementsTrack and respond to office tasking, build and present program briefings, and update project schedules and calendarsAbility to work independently with minimal supervision and perform other duties as assignedPossess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneouslyExpected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgmentMust be able to demonstrate excellent relationship building and management skillsMust possess an active TS/SCI security clearance with a Counter-Intelligence PolygraphDesiredMaster's DegreeExperience in transitioning policy, standards, guidance, methods, dashboards, and training to a digital engineering environmentExperience in requirements verification and validationExperience with requirements management in an MBSE tool to include requirements traceability and verificationUnderstand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle).Analysis of current processes and practices, identify improvement opportunities, and implement identified improvementsWorking knowledge of the acquisition lifecycleKnowledge of National Ground or Space systemsDemonstrate an understanding of the requirements definition processExperience with systems engineering techniques and documentation.Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Certified Systems Modeling Professional (OCSMP), Agile, Project Management, MBSEAbility to operate effectively within various SETA, FFRDC, and Government lines of authorityHave a basic understanding of intelligence disciplines (ie, SIGINT, GEOINT).Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officersBe able to travelClient Engagement: * Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients' emerging support needs and trends with team members and management. .
