All current and newly hired employees are required to follow onsite safety measures based upon the COVID-19 Community Level at the specific work location.Description:* This position is within the Lockheed Martin Rotary & Mission Systems (RMS) Manassas Facilities Engineering team. The selected candidate will work under the guidance of the Facilities Site Manager.Duties will include:Manages the planning, design, and oversight of the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities.Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.Oversees the gathering and review of data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility.Monitors the coordination with architecture/engineering firms in developing design criteria and preparing layout and detail drawings.Directs the preparation of bid sheets and contracts for construction and facilities acquisition.Oversees the review and estimation of design costs including equipment, installation, labor, materials, preparation, and other related costs.Directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.Assignments are received in task and objective oriented terms.Provides direction to subordinates based on general policies and management guidance. Work is reviewed upon completion for adequacy in meeting objectives.Interprets and executes policies and procedures that typically affect subordinate organizational units.Recommends modifications to operating policies.Obtains and supervises outside contractors.Recommends engineering design procedures and standards for the planning and design of facilities.Ensures project requirements are defined, contract and contract changes are negotiated, operating budgets established, and financial terms/conditions of contract are identified.Plans and formulates engineering program, reviews product design for compliance with engineering principles, company standards, customer contract requirements, and related specifications.Drafting statements of work (SOWs) and requests for proposal (RFPs) in appropriate contractual terms.Frequent contacts with internal personnel and outside customers and industry peers at various management levels concerning operations or scheduling of specific phases of projects or contracts.Conducts briefings and participates in technical meetings for internal and external representatives concerning specific operations.Functions as an advisor to a unit regarding tasks, projects, and operations.Becomes actively involved in daily operations only when required to meet critical schedules or resolve complex problems.Basic Qualifications:Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 14 years or more of professional experience; or 12 years of professional experience with a related Masters degree.Considered an expert, authority in discipline.Strong knowledge of facilities engineering, operations & maintenance in an industrial environment.Strong financial acumen.Excellent verbal & written communication skills.Strong leadership skills, especially working with diverse teams and individuals.Serves as organization spokesperson on advanced projects and/or programs. Acts as advisor to management and customers on advanced technical research studies and applications.Candidate must have the ability to obtain and maintain a DoD Secret Security Clearance. Obtaining a clearance requires US Citizenship.Desired Skills:Commercial facilities construction, repurposing, and remodeling.Power plant equipment, systems, and operations.Experience in researching, planning, designing, and developing mechanical products and systems such as instruments, controls, machines and mechanical, heat transfer systems for production, transmission, measurement, and use of energy.Familiarity with environmental, safety and health aspects of facility operations.Proven track record as a change agent.BASIC QUALIFICATIONS:job.QualificationsLockheed Martin is an Equal Opportunity/Affirmative Action Employer.
