SUMMARY OF DUTIES:The Senior Director, Project Cost Estimating is responsible for managing and directing Amtrak's project cost estimating function, within the Capital Delivery Department. Amtrak is embarking on the largest capital program of in its history; the Senior Director, Project Cost Estimating will provide the leadership and management of the estimating function in support of a $30b+ Capital Delivery program which is inclusive of projects and programs renewing bridges, tunnels, stations, rolling stock and maintenance facilities. These programs include large-scale and long-lived, complex, and cross-departmental infrastructure, some of the largest projects in the nation. The Senior Director, Project Cost Estimating provides functional oversight and support for the estimating team as well as support to project teams for major changes. The incumbent sets the policies, procedures and performance metrics for the function. The Senior Director, Project Cost Estimating also directs all activities within the estimating department, including budgeting, staff scheduling and development, training, performance evaluations, and departmental goals. ESSENTIAL FUNCTIONS:Establish policies and procedures related to Project Cost Estimating, including estimate approval processes, independent reviews, continuous improvement, market feedback on pricing, and contingency development.Develop and train staff to develop high quality estimates and/or review estimates by others.Manage assignments of estimating resources to projects to support project development and approval, as well as major procurements. Coordinate and collaborate with project teams, Amtrak Finance department, and external stakeholders such as the Federal Railroad Administration and state partners, to provide transparency and accountability through effective project cost estimation, inclusive of appropriate contingency, at all stages of project development and delivery. MINIMUM QUALIFICATIONS:Bachelor's degree in Engineering, Project Management/ Construction Management, Business or related field, plus a minimum of 12+ years of experience in Estimating, project controls and/or capital project construction. In lieu of degree, 16+ year of experience in Estimating, project controls, construction and project deliveryDeep understanding and application of core business systems for the successful delivery of capital programs, portfolios and projects: P6, SAP, ARIBA, MAXIMO, HARDDOLLAR etc. Deep expertise and direct experience in Estimating large-scale design and construction projects.Experience managing project controls teams (managing personnel producing project estimates, budgets and schedules), including demonstrated track record of developing estimating talent. Experience developing people through training, coaching and ability to properly structure and allocate resources to enable consistent, high-performance across a portfolio.Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects. Demonstrated ability to partner with multiple stakeholders to ensure company strategic interests in addition to recognizing and pricing risks.Strong oral and written communication skills. Ability to distill complex information and decisions and tailor presentations to a variety of audiences, ranging from junior employees to executive, board and congressional level reports.Strong understanding of the application of core business systems for project delivery and for Enterprise Portfolio and Project Management (EPPM): P6, SAP, ARIBA, MAXIMO, etc. PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:Experience with capital delivery within railroad operating environment strongly preferred.Experience working on/estimating a range of delivery models (DBB, DB, CMAR, Delivery Partner) and variety of project sizes (range ~$1m to $500m+)Master's in business, Law or Project Management / Construction ManagementPMP/PMI CertificationOffice based environment with frequent field visits to understand programs, portfolios, and projects nation-wide, and particularly concentrated along the Northeast corridor (Washington, DC to Boston, MA). COMMUNICATIONS AND INTERPERSONAL SKILLS:Must have excellent oral and written communication skills. The salary/hourly range is $179,250-$232,300. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
