Right of Way Agent

An Overview
The Department of Transportation and Environmental Services (T&ES) is seeking a Right of Way Agent to handle a variety of applications pertaining to City owned Right of Way and other related City interests in real property, such as Easements and Agreements for public utilities and access. This Agent will apply the fundamentals and concepts from Local and State rules, regulations, laws, and codes to the Right of Way related task and situations that arise on a routine basis. In addition to Code research and application, Title Research of land records is an essential function of this position. An incumbent in this class also applies their knowledge of right of way and real estate principles to the Review of new Site Plans, Record Plats, Special Use Permits, and applications for Vacations and Encroachments. In addition to the distinguishing characteristics as outlined above, the coordination of Right of Way and easement acquisitions is a key aspect of this dynamic position. Work assignments and general supervision are received from the Chief of Surveys.

The Opportunity
  • Title Research to determine fee simple ownership and other City interests in real property pertaining to various City projects and applications
  • Research in both Land Records and City maintained archives to find and verify ownership of existing easements and related agreements
  • Managing the acquisition process for City easements and fee simple dedications related to City design projects and initiatives
  • Maintains a thorough knowledge and understanding of modern theory and application related to real estate and right of way principles
  • Development Review of Site Plans, Special Use Permits, Plats, Deeds, and other material as applicable to City or Public use, access, and compliance with existing parameters
  • Coordination and collaboration with groups including City Attorney’s Office on certain City projects or issues pertaining to right of way and real estate principles
  • Coordination with various departments and divisions for input related to City needs on various development review cases (inclusion of necessary public easements, dedications, etc...)
  • Assist with organization and cataloguing of real estate records and data of the City Survey Office
  • Performs related work as required

Minimum & Additional Requirements

Bachelor’s Degree from an accredited four year college or university and two (2) years experience in the capacity of Right of Way Agent or Right of Way specialist, or any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

To be considered as an preferred candidate, one should also possess three-five years of experience in real estate title examination and records, have a working knowledge of Real Estate principles and practices pertaining to land development, knowledge of appraisal procedures, experience with land development and associated design plans, experience with Code and Statutory research and direct experience with conveyances of Real Property, easements, licenses and agreements.
