Duties

  • Evaluates position management in assigned organizations within delegated authority and assists managers, supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
  • Performs a variety of analytical work to determine appropriate pay system, occupational grouping, title and grade of positions.
  • Provides classification advisory services on all manner of positions in the supported organization(s), analyzes and classifies positions descriptions, including writing evaluation statements.
  • Makes related position classification determinations such as exemptions from the Fair Labor Standards Act (FLSA), requirements for filing of financial disclosure documents, bargaining unit status, and supervisory status.
  • Conducts position reviews and desk audits of position that have implications beyond the immediate organization, including bureau standard position descriptions.
  • Trains supervisors and management officials on position management and writing position descriptions.
  • Explains the Office of Personnel Management (OPM) standards, classification decisions, potential impact of position management and classification of other positions when delegating/redelegating duties within an organization.

Qualifications

MINIMUM QUALIFICATIONS:

Applicants who meet at least one of the following requirements may qualify for the position at the GS-11 level -
  • 1 year of specialized experience equivalent to at least the GS-9 grade level performing ALL of the following: 1) Interpreting and applying Federal civilian human resource laws, regulations, policies, and practices; 2) Classifying federal civilian positions for an organization; 3) Provide advisory and operational services in the areas of classification.
  • Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related
  • A combination of education and specialized experience listed above totaling at least 100%. For example, 6 months of specialized experience (50% of the experience requirement) and 2.5 years of graduate study (50% of the education requirement) would qualify an applicant for this position.
Applicants who meet at least one of the following requirements may qualify for the position at the GS-12 level -
  • 1 year of specialized experience equivalent to at least the GS-11 grade level performing ALL of the following: 1) Providing advisory services to resolve complex classification and position management issues; 2) Classifying a full range of positions using classification principles, practices, and guidance; and 3) Conducting position reviews and explaining the results.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. The full performance level of this position is GS-12.
