All controlled substances in the section are secured and controlled according to applicable laws, rules and regulations and department policy. Accurate physical count, documentation, and administrative requirements (per VA Handbook 1108.1) are consistently and thoroughly maintained. Compliance is evidenced by supervisor review and reports of incidents provided to the supervisor.

Medication orders for controlled substances are filled accurately in accordance with current department, state and federal laws/regulations for check by a pharmacist before dispensing to the patient or patient care area. Compliance is evidenced by supervisor review and reports of incidents received by the supervisor.

Controlled substance discrepancies are resolved in a thorough and timely manner. Unresolved discrepancies are reported immediately to the Outpatient Pharmacy Supervisor for resolution and to the VA Police if still unresolved after supervisory review. Compliance evidenced by supervisor review and review of Police reports submitted.

Complete inventories for all controlled substances are performed accurately, timely and in accordance with VA Handbook 1108. Compliance is evidenced by supervisor review of completed controlled substance inventories, and reports of incidents received by the supervisor.

Controlled substance inventory is managed to minimize expired or excess stock of controlled substances. All incoming controlled substance stock is accurately and completely checked against vendor's invoices to ensure that the correct items have been received intact and are not expired. Problems are reported to the procurement technician and pharmacy supervisor in a timely manner. Compliance is evidenced by supervisor review of invoice acceptance into the ViSTA Controlled Substance package and reports of incidents received by the supervisor.

Controlled substances are disposed of in compliance with laws and regulations. All returned controlled substance documentation is maintained according to department policy. Controlled substances being held for destruction are maintained, coordinated, and processed for destruction per policy.

Participates and assists with monthly controlled substance inspections in accordance with VHA Directive. Facilitates record retrieval and inventory requirements for random monthly controlled substance inspections. Assists Controlled Substance Coordinator with any outstanding issues or documentation needs.

Medication orders (outpatient, unit dose, ward stock, parenteral products) are processed and filled accurately in accordance with all laws, rules, regulations, and policies as observed by supervisor and reports of incidents received by the supervisor. Medications (unit dose, ward stock, parenteral products) are processed and made ready for delivery in a timely manner to ensure standards for turnaround time are met, as evidenced by supervisor review and reports of incidents received by the supervisor. If assigned, controlled substances delivered (unit dose, IV medications, etc) to patient care areas have signed documentation of the chain of custody.

Potential medication order problems are brought to the attention of the pharmacist for assistance with resolution as observed by the supervisor and reports of incidents received by the supervisor.

Inventory management: Stocking medications, rotating stock, reviewing stock for outdated and/or deteriorated medications is performed accurately and within established guidelines as evidenced by supervisor review or reports of incidents received by the supervisor. Outdated and/or deteriorated medications are disposed of according to department policy with special attention to ensure patient confidentiality is maintained. Additionally, if hazardous, expired medications are handled accordingly.

Communications with supervisors, coworkers, nurses, and others in the organization are consistently courteous and cooperative in nature and, overall, contribute to the effective operation of the workplace and the development of a collaborative working relationshipas observed by supervisor and reports of incidents/complaints received by the supervisor. Verbal and/or written information is provided in a timely manner to customers, which is thorough and correct, using clear and precise communication methods to ensure customers understand.

Communications (in person and via telephone) with customers (e.g., patients, family members, general public) are in a courteous, tactful, and helpful manner that is responsive to the customer's needs, as observed by supervisor and reports of incidents received by the supervisor

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Certification: PTCB certification is required at this grade level.
Experience: One year experience at the next lower level and must fully meet the KSAs at the next lower-level GS-06.

G. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.

Assignments: For all assignments above the full performance level, the higher-level duties mustconsist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this grade level may be assigned as a supervisor; lead technician in a particular area of the pharmacy; a controlled substance technician; an investigational drug technician; a procurement/inventory management technician; a clinical pharmacy technician; or similar assignment with this level of complexity. The GS-7 level is for select, complex pharmacy technician positions, as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment.

Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and the availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as leaders or co-leaders in a Pharmacy Service or for a specific unit or section.

Physical Requirements: Repetitive use of hands and fingers (e.g. use of a computer keyboard, opening/closing stock bottles, etc.). May require lifting and carrying light loads (up to 50lbs.), including boxes, equipment, unit dose-cassettes, Bulky carts, and IV solutions; stooping or kneeling (e.g., to pick up items from the floor, remove and replace items on lower shelves, and to file documents in lower file drawers, etc.); sitting, walking, or standing for long periods of time (4-8 hours). Normal ranges of hearing and vision are required to perform work and communicate effectively; must have the visual ability to distinguish between basic colors and shades of color. An ability to perform tasks requiring rapid mental and muscular coordination functions simultaneously is necessary.

Must be physically capable of operating various types of equipment used for the job. The work requires repetitive motion, standing, walking, reaching, stooping, lifting heavy objects up to 50 pounds, pushing heavy or bulky carts and at times may be physically demanding, sometimes for extended periods of time. Must be able to adjust to changing environments and must demonstrate the ability to stay on task, to multi-task, and to adapt to the speed of the workflow as required to provide the best customer service possible to the veterans and staff.
