Duties

This position is being filled under DoD Modified Direct Hire Authority, per 5 U.S.C. § 9905, 10/15/2021.

As a SUPERVISORY IT SPECIALIST (NETWORK) at the GS-2210-14 some of your typical work assignments may include:
  • Manages and oversees development, coordination, implementation, enhancement and maintenance of major assigned information systems in the specific areas of IT asset management; Information Assurance; IT life cycle management; network management; web/application development and support; server and systems administration; and desktop and helpdesk support.
  • Serves as Project Manager for various undertakings, makes assignments, and establishes tasks and resources, and tracks and reports progress to senior management.
  • Exercises broad program management develops plans and goals and sets priorities for subordinate teams.
  • Monitors activities to mitigate risks. Participates in phase, milestone and final reviews. Provides advice and guidance on a wide range and variety of complex IT issues
  • Ensures the rigorous application of information security/information assurance policies, principles and practices in the delivery of all IT services.
  • Serves as a principal advisor to the Director, Mission Support Line of Business concerning all Mission IT services provided for the mission. Aligns agency internal business practices with government or Department wide regulations and policies.

Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Leading IT teams; maintaining networks; and establishing IT requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

This position has been identified as covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program at IAM III. Per 8570.01-M, Information Assurance and Computing Environment certifications must be completed within six months of appointment. In order to meet this requirement, applicants must have at least ten years of management experience and meet the prerequisite for the IAM III certificate which includes five years' experience managing IT across two information domains of the eight listed below:
  • Security and Risk Management
  • Asset Security
  • Security Architecture and Engineering
  • Communication and Network Security
  • Identity and Access Management (IAM)
  • Security Assessment and Testing
  • Security Operations
  • Software Development Security


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

COVID19 - To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.
